Itogon urge NCIP to present FBI results

LA TRINIDAD – Municipality of Itogon urged the National Commission on Indigenous People Cordillera Administrative Region (NCIP-CAR) to present the result of the Field Base Investigation (FBI) conducted in the affected barangays and indigenous communities in the proposed Ambuklao-Binga 230 KV transmission line upgrading Project stage 2 of National Grid Corporation of the Philippines (NGCP).
The Sanguniang Bayan of Itogon request NCIP-CAR Regional Director Engineer. Sancho S. Baguing to present to the SB the consolidated result of the FBI conducted in the affected barangays through resolution number 062-A series 2013.
The FBI was conducted February 5 to 21, 2013 in the municipalities of Itogon, Tuba and Bokod which are identified areas affected by the upgrading of the transmission line. The final result of the FBI investigation was supposedly submitted to NCIP on Feb. 22 to 28.
NCIP constituted an FBI of the proposed project to determine the particular areas affected by the probable effects of the project, Indigenous Cultural Communities (ICC’s) or Indigenous people’s (IP’s) and the number who’s Free Prior and Inform Consent (FPIC) are to be obtained.
Earlier in April 3, 2012, the municipality passed resolution Resolution Number 76, series of 2012 expressing rejection to the endorsed project of NGCP. The resolution intends NGCP to conduct consultations to the concerned local government units and to clarify major issues related to the said project before starting the project which is provided by section 2(c) local Government code of 1991.
Local Government Code Chapter 1 Section 2(c).Book 1, It is likewise the policy of the State to require all national agencies and offices to conduct periodic consultations with appropriate local government units, non”governmental and people’s organizations, and other concerned sectors of the community before any project or program is implemented in their respective jurisdictions.
NGCP is a privately owned corporation in charge of operating and developing the country’s power grid. It transmits high-voltage electricity through “power superhighways” which include the interconnected system of transmission lines and towers, substations. # nordis.net
