Presence of CDC in Monterraza rally questioned

Name withheld upon request

October 23, 2005

Dear Sir/ Madam,

I am writing this letter to voice out my concerns about what I saw and read at a local newspaper. I am hesitant to reveal my real name fearing a backlash from the personalities involved. I hope you could print this letter. Thank you in advance.

We the residents of Monterrazza’s would like to strongly condemn the presence and action of the 106 Community Defense Center under the Command of Lt. Col. Elpidio Aspuria of the Philippine Army (PA) for being visible during the so-called “peaceful rally” inside the confines of Monterrazza’s Village. As printed in one of the local weekly newspapers, they were here to assist in the security during the peaceful rally inside our village. If it was “peaceful” then, why did they have to bring the Army inside the village premises, a private property? Don’t the police have the capability to do their duty and take care of the “peaceful” situation? Are we in a state of Martial Law already that the reservists have police powers? Why are they conducting military operations in the village? What is your intention? We would like to remind Col. Aspuria and the readers that during the recent rallies in Metro Manila, only the Police were allowed to control the rallyists. However, here in Baguio the Army has joined the fray. Is that the case now?

Sending the Army in a peaceful convergence of individuals is akin to “using a hammer to kill a fly”. We again condemn these abusive actions! To the readers, this matter should not be tolerated. We should not allow them to do it again. We demand an investigation as soon as possible. #
