37,000 want Jadewell out |

BAGUIO CITY (July 27) — A non-political, non-profit and non-denominational group submitted to the office of the secretary of the city council today a total of 1,562 signatures asking for the repeal of City Ordinance 003-2000, or the traffic ordinance that granted the Jadewell Parking Systems (Jadewell), Inc. the authority to collect fees in the city streets. The submission started the process of local initiative for the recall of a local ordinance, in accordance with Article 135, Rule 20 of the Local Government Code. The petitioners also asked for the rescission of a Memorandum of Agreement between the city council and Jadewell. Businesswoman Nelia Cid who personally carried the petition claims that her group has gathered some 37,000 signatures for the purpose, but submitted only over a thousand because 1,000 is all it needed to repeal a city ordinance. Lawyer Ronaldo Perez, Council Secretary, confirmed Cid’s claim. He explains that the local legislative body has 30 days to act on the petition after which the petitioners could file the petition for local initiative with the Commission on Elections (Comelec). Perez said petitioners must represent at least three percent of the total registered voters in each of the city’s 129 barangays to qualify for the local imitative process. Aside from Cid, Sammy Ayochok, Ramon Ernesto Tagle appeared for the Crusaders against Jadewell. The militant Tongtongan ti Umili was also represented during the ceremonial submission. While the groups did not explicitly say they were supporting City Mayor Braulio D. Yaranon who is facing possible suspension due to an administrative case Jadewell filed against him before the Department of interior and Local Government (DILG), the move appears independent of political bickering.
