Cordi locals underscore military atrocities |

Soldiers kill Besao youth SAGADA, Mountain Province (July 12) — Local folk in two Cordillera provinces underscored incidents where government armed groups trampled upon their basic human rights. In separate interviews, the local folk identified military groups in their respective areas as the perpetrators. A 19-year old student was allegedly killed by elements believed belonging to the 54th IB and the 50th Special Rifle Company in Besao, Mountain Province on July 10 at 9:30 A.M. Victim Mike Uyad and his friends were gathering “bika”, locally grown wild bamboo specie, used in Mountain Province to make rice bundles, in Mt. Banway in barangay Gueday in Besao when they met the troops, local folk told Nordis. “Awan ti armas da,” (they carried no arms) the source said, but the soldiers fired at the three youngsters and killed Uyad on the spot. The two others reportedly scampered to safe grounds, stated the fact sheet sent to Nordis, where latter the two tried to rescue Mike but the government soldiers fired at them. An emailed fact sheet added that the two escaped death and reached Gueday at 10 P.M. and told his family about the incident. The next day, July 11, 100 residents from barangays Lacmaan, Gueday, Ambagiw and Agawa retrieved Mike’s body in Mt. Banway. Autopsy conducted showed that the victim sustained 11 gunshot wounds, according to the fact sheet. Local folk testified that there was no encounter with the New People’s Army at the time of the murder. A military report alleged that two rebels died in an encounter in Besao on July 7. Meanwhile, residents of barangay Aguid, near the boundary with Besao, likewise claim that there was no encounter between government troops and the NPA rebels on July 10, contrary to military reports, which claimed that a rebel died in the firefight. In a related development, in Salegseg, Kalinga, the 21st IB’s Charlie Company under 1LT Arvin G. Encinas and 2Lt. Ronel Legarde allegedly committed various atrocities including illegal searches, arbitrary arrests, torture, indiscriminate firing and bombing, a resident claims to Nordis. The resident added that spot checkpoints at the entrance and exit points of Pinukpuk, Lubuagan and Tabuk towns were installed on July 5 and government troops searched all baggages sowing fear among the people. Community meetings were simultaneously conducted in three Salegseg barangays where the AFP allegedly recruited men to the Citizens Armed Force Geographical Unit (CAFGU).
