Baguio police arrests business permit fixer

BAGUIO CITY (June 17) — A woman fixer, pretending to be a city hall employee facilitating business permit issuance was arrested by members of the Baguio City Police Office (BCPO) in a entrapment operations last June 15.

Mercedita Paule de Alban, 39, originally from Makati City, is now facing usurpation and estafa charges after Anna Villanueva, a business woman, filed a complaint with the BCPO.

Villanueva claimed de Alban presented herself as an employee at the licensing section who can facilitate the issuance of her business permit. 

The victim reportedly handed de Alban P500 in January and P3,000 the month after. However, after months of waiting, the permit was not released and de Alban again demanded P4,500 from Villanueva.

Police reports show that de Alban shares her “business permit racket” with Kurds Lapitan, her live-in partner who works at the licensing office.

De Alban was caught with documents such as an application for new permit to engage in business, city treasurer’s office campaign and investigation division form with assigned control number. 

The police are now investigating the seized documents and are authenticating the signatures of City Treasurer Thelma Manaois, City Planning Officer Arturo Orig, Building Official Oscar Flores, Local Treasurer Operations Officer Rosita de Vera, Health Officer Florence Reyes and Fire chief Sr. Inspector Constantin Supanga.

City Police Director Isagani Nrez said de Alban “facilitated” at least 20 applications last year. He claimed they had been tailing her since last year and she showed the same modus operandi.

Business applicants allegedly victimized by de Alban are approaching the police to finally nail down the said “mafia operations” in the city. 

Mayor Braulio Yaranon earlier ordered a crackdown on the licensing mafia allegedly hounding the licensing section of the city prompting the city police to silently work with complainants that can pinpoint who the members of the alleged mafia are. # Ace Allegre for NORDIS
