HRV victims reach 15T in Cagayan Valley
BAGUIO CITY (June 15) — Recorded human rights violations (HRV) committed by elements of the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) under the administration of Gloria Macapagal-Arroyo (GMA) in the Cagayan Valley Region is worse than the Marcos martial law period, reports from a regional human rights organization revealed. Since 2001, 1,543 documented cases of HRVs victimizing 15,278 individuals were recorded in the region, claimed Reginald Ugaddan, secretary-general of the Bagong Alyansang Makabayan of Cagayan Valley (Bayan-Cagayan). He said the 5th Infantry Division is liable from these violations. “The 5th ID has chosen the Cagayan Valley region as its focus for its Oplan Bantay Laya (OBL) military campaigns which resulted in numerous human rights violations,” he said Ugadan claimed that five extra-judicial executions including that of Elena Mendiola and Ric Balaoag killed on May 10 were recorded in Cagayan. Other violations included abductions, attempted executions, torture, food and medical blockades, bombings of populated areas by howitzers, burning and looting of houses, divestment of properties, sexual abuses and harassment of women. Last May 17, members and officers of Bayan-Cagayan, human rights group Karapatan and their allied organizations held an indignation rally for the HRVs committed in Cagayan in front the office of Justice Secretary Raul Gonzales. Ugaddan however claimed that GMAs directive to investigate the killings and the Department of Justice (DOJ) efforts to set up investigative committee smacks of insincerity in its desperate effort to appease the public outrage over the successive elimination of dissenters. “The Mendiola-Balaoag twin killings are living proof of the 5th ID’s program for physically terminating dissenters from the ranks of the mounting opposition to Arroyo’s repressive, illegitimate, anti-poor and corrupt rule,” ended Ugaddan. # Arthur L.
