Ordinance seeks domestic helpers’ registration |

BAGUIO CITY (May 18) – Are you a domestic worker? Did your employer register you with the SSS? Have you received the benefits you are entitled to? Councilor Leandro Yangot introduced the ordinance mandating all barangays to register domestic workers and establish a system for the implementation of the ordinance. “This piece of legislation seeks to uphold the rights and dignity of kasambahays to protect them from abuse and exploitation by providing safe and human working conditions,” says Yangot in the explanatory note of the proposed ordinance. The proposed ordinance encourages domestic workers known as kasambahay to come out and avail of institutional programs, which include social security, Philhealth, livelihood programs, direct services, education and training, among others. The ordinance define kasambahay as any person who render domestic/household services which include maids, cooks, houseboy, family drivers, gardeners, caregivers and baby sitters, who provide daily household service to a single, specific household either on a live-in or live-out basis for which he or she is being paid wages by the employer for services rendered. In the implementation of the program, a Committee is proposed to be created headed by the City Mayor, with the Liga ng mga Barangay President as vice-chair, while other members include the different agencies in the city. The proposed ordinance proposed Five Hundred Thousand Pesos (PhP 500,000) appropriation as initial fund for the project. The domestic workers are among the exploited sectors when it comes to wages and benefits. If approved, the ordinance will supplement the Labor Code and other laws for the rights and welfare of domestic workers. # Arthur L.
