Additional incentives for Baguio City top brass only, not for rank and file employees

BAGUIO CITY (Feb. 14) — Because of alleged lack of legal basis, the city council resolution earlier approved by Mayor Braulio Yaranon, which is granting additional incentives of P1,000 to both city hall and national government employees like the policemen, public school teachers, firemen and court employees was junked by Local Finance Committee (LFC). The incentive was supposedly for the employees’ performance and for financial assistance.

In a memorandum to Mayor Braulio Yaranon, the city’s fiscal officers who make up the LFC ruled out the release of the said incentive based on the Department of Budget and Management (DBM) ruling that Resolution No. 283 series of 2005, which authorized said grant, is without legal basis.

The regional DBM informed LFC that there are no legal impediments in granting additional incentives, but it should be subjected to pertinent budgeting, accounting and auditing rules and limitations set by the Local Government Code (LGC) implement through local budget.

The said additional allowances will be given only to the heads of the local offices of the Philippine National Police (PNP), the Bureau of Fire Protection (BFP) and the Bureau of Jail Management and Penology (BJMP) and not the entire workforce of the offices, the LFC memo said.

Alliance of Concerned Teachers (ACT) Coordinator-Metro Baguio Connie Sulang said that the P1,000 allowance or 8% increase in basic salary should be changed into P1,000 across-the-board-increase salary.

“The increase from the basic salary would only widen the gap between the rich and the poor. It should be made and applied uniformly to all employees regardless on how much they presently receive because it is useless if only the heads of the PNP, BFP, and BJMP will be granted the additional allowance. The lower ranks who will not be granted the incentive when actually they’re the ones needing such incentives,” Sulang added.

In response to Yaranon’s memorandum, the grant of additional allowance for national employees and Local Budget Circular 62 as amended, are already provided and appropriated in the yearly budget of the city government except for public school teachers who draw their allowance, if funds are available, from the Special Education Fund (SEF).
