Yaranon issues additional rules on crowd-drawing activities

On stampede fears

BAGUIO CITY (Feb. 9) — Prior to the tragic stampede at Ultra last Saturday, Mayor Braulio Yaranon issued Administrative Order No. 25 series of 2006 as additional guidelines for the issuance of permits for parades, assemblies, public performances and similar activities on public venues.

According to Yaranon, the said order is a preventive measure for any untoward incident like the Ultra stampede considering that the street dancing competition and the float parade of the two Panagbenga festivals are fast approaching.

He further said that permits should be strictly required for crowd-drawing events where there are massive participants.

Yaranon added that preparations and contingency plans are made and discussed by the ad hoc committee to prevent any untoward incident during the Baguio Flower Festival Association’s (BFFA) scheduled Flower Power mardi-gras type parade in the morning of Feb. 25 from Session Road to Athletic Bowl.

“We have to take action as life and safety should be considered,” Yaranon stressed.

In addition, Yaranon also ordered that only one permit should be issued at a time for activities held on public venues and with expected convergence of crowds, numerous spectators and participants. He added that within a 12-hour period after the termination of the permitted activity, no permit for a similar activity should be issued.

The mayor was apparently referring to the Flower Power parade wherein no other activity may be granted a permit to any group aspiring to perform on the same venue within a twelve-hour period.

He further noted that organizers are required to coordinate with the Baguio City Police Office, Baguio City Fire Department, City Disaster Coordinating Council and Emergency Medical Services to set emergency and contingency measures for a permitted event.
