Public hearing set on MMDA-like body proposal |

BAGUIO CITY (Jan. 20) – The city council will subject to a public hearing on Feb. 1 at 10 a.m. the proposed ordinance creating the Baguio City Transportation Management and Development Authority, (BCTMDA), a traffic superbody likened to the Metro Manila Development Authority. Proposed by Councilor Rocky Thomas Balisong, the measure aims to set up the BCTMDA to manage the city’s transport activities to face the worsening traffic problems. The BCTMDA will include in its tasks the internal operations and education, regulation and enforcement of traffic rules and regulations and traffic engineering, street-related rehabilitation, conduct of traffic research and study, coordination activities with the transport organizations and associations and other administrative functions. Among its proposed specific functions are the adoption of necessary measures to identify and effectively curtail the illegal activities of private land transportation vehicles and to investigate, conduct hearings and render decisions on disputes between public utility vehicle groups. Under said proposed measure, the city will also create the Public Utilities Transportation and Regulatory Board of Baguio City (PUTRB) to be headed by the city mayor and the chairman of the council committee on transportation which will serve as the policy-making body and supervise the franchising and regulation of the operation of the public transport in the city. The proposed PUTRB will be tasked to issue regulatory stickers/regulatory numbers and operation permits to all public utility vehicles, check on validity of franchises before the release of stickers or regulatory numbers, inspect parking terminals, recommend and submit for review of the city council transportation measures and coordinate with the Land Transportation Office and the Dept. of Transportation and Communication on franchising compliance As proposed, the BCTMDA will serve as secretariat of the PUTRB. It will have its own organizational set-up and personnel plantilla to be headed by a chief with a position equivalent to that of a city government department head. # Aileen P.
