DepEd considers Panagbenga options

BAGUIO CITY (Jan. 27) — Four options that officials of the Department of Education (DepEd) are breaking their heads before they decide what to do during the flower festival. Nevertheless, Dr. Fernando Eliponga, DepEd spokesperson said schools are preparing for the festival.

The first option is non-participation because of the conflict between the Baguio Flower Festival Foundation, Inc. (BFFFI) and the Baguio Panagbenga Flower Festival Association (BPFFA). The second option, according to the DepEd official, is to participate and invoke the rule of law. The third is to divide the participants between the two festivals. The fourth is to hold flower festival activities independently from the contending Panagbenga groups.

Eliponga admitted that despite a series of meetings, no decision has been reached yet. However, he is hopeful that the decision will be out next week when the educators will finally reach a decision.

Eliponga said the DepEd is concerned with the welfare of the students who will be participating in the festivities. The department is also constrained with budget considerations, according to Eliponga, adding that administratively, the department is under the auspices of the administration of Mayor Braulio D. Yaranon.

“Where will we get the needed funding?” Eliponga told the press. The very big budget requirement for the participation is dependent on both the mayor and the congressman, he said.

Barely three days before the opening of the BPFFA-led festival on January 30 at the Rose Garden here, the BFFFI still holds on to its position that the BPFFA join their organized activities. BFFFI opens its Panagbenga at SM on February 1.

As this developed, two sets of activities will provide entertainment to the public on February 25 and 26 when both the BPFFA and the BFFFI are expected to occupy Session Road, Magsaysay Avenue and Harrison Road with street dancing, marching bands and float parades one after the other.
