2006 DepEd projects priority for implementation

BAGUIO CITY (Jan. 13) — Mayor Braulio Yaranon approved last week that the city’s public elementary and secondary schools are the primary beneficiaries of infrastructure projects doled out by the Bids and Awards Committee early this year. He ordered the immediate implementation of the said projects after individual contracts and notices are prepared.

The said projects would benefit Quirino Hill Elementary School, Baguio City National High School, Dona Aurora Annex, Fort del Pilar Elementary School, Dontogan Elementary School, Adiwang Elementary School, Dominican-Mirador Primary School, Pines City National High School, Gibraltar Elementary School, Irisan National Hich School, Lucban Elementary School and Lindawan Elementary School.

The project was awarded to the following construction firms: Big J Construction, EFG Construction, JL Construction, APB Construction, GPC Construction, and Pokle’s Construction.

The Bids and Awards Committee recommended the said contractors for having the lowest calculated and responsive bid following the provisions of the Government Procurement RA 9184. # Julie G. Fianza/PIO

City tourism office pushed

BAGUIO CITY (Jan. 13) — The city council last week approved the ordinance converting the city tourism division as a regular department under the local government.

According to proponents Councilors Leandro Yangot Jr and Pinky Chan-Rondez, expansion of the division would enable the tourism office to function effectively and improve tourism in the city.

Proposed functions for the said office include: to formulate policies and plans for the development of the local tourism industry; to ensure the safety and courteous treatment of all tourists within the city; to provide assistance and implementation of quality check on tourism-oriented and related establishments; and proper coordination with appropriate local government and private agencies.

The said office should also advice the mayor and city council regarding administrative issuances and measures relative to the tourism program. # Julie G. Fianza/PIO

Urban gardening pushed

BAGUIO CITY (Jan. 13) — The council approved last week the proposed ordinance launching the urban gardening development program of Baguio City as authored by Councilor Leandro Yangot, Jr.

As stated in the proposed ordinance, food production among family members within the community is encouraged, and use appropriate technology in their respective areas.

The proposal further states that this contributes to household food security, and as learning laboratories for students. It also reduces household garbage by motivating family members to practice composting for fertilizer.

Yangot proposed that barangay gardens with seedling nurseries and a city nursery should be established. He further encouraged school gardens, market fields, demonstration day or promotion of products should be established. He also proposed a research and extension program for the planned urban garden.

All the given procedures shall be done through the Baguio local government for the provision of a management staff, the resolution stated. The Benguet State University will provide the technical aspect of the program from start until evaluation period, and the Department of Agriculture for financial and technical assistance for a five-year testing period. # Julie G. City to press BCDA to pay Convention Center amortization

BAGUIO CITY (Jan. 13) — The city government will press the Bases Conversion Development Authority (BCDA) to fulfill its part in the deal with the city government and the Government Service Insurance System (GSIS) for the purchase of the Baguio Convention Center.

Mayor Braulio Yaranon said the BCDA’s arrears amount to over P600 million based on his computation of the city’s 25% share from the annual rental. He said the said arrears were the sum of the P425 miliion annual rent from 1997 to 2001, with 12% interest and of 3% penalty charges for unpaid rental; rental fees from 2002 onwards are at P150 million per annum with the same interest and penalty charges.

In the Memorandum of Agreement (MOA) dated January 23, 2004, the GSIS agreed to sell the convention center to the city for P250M; the payment to be taken from the city’s 25% share from the lease of Camp John Hay to be remitted by the BCDA. 

Upon signing of the agreement, the BCDA paid the initial amount of P50M while the P200M balance will be paid in yearly amortization of P35M, also to be remitted to the GSIS by the BCDA.

However, the BCDA paid the first amortization, due last February 5, 2005. GSIS Housing and Real Property Development Group Senior Vice-president Arnaldo Cuasay issued a demand letter to the BCDA last June reminding both parties on the terms of contract.

The contract indicated that if the city fails to pay one annual amortization the agreement would be terminated. The termination of the contract will mean that the city will have to return the convention facility to the GSIS.

Yaranon will send a team composed of city legal officer Melchor Carlos Rabanes, city administrator Peter Fianza and city accountant Antonio Tabin to conduct executive-level dialogue with the BCDA to expedite the payment of amortization as stipulated in the MOA for the city’s purchase of the convention facility

Asin mini hydro inimbentaryo

BAGUIO CITY (Enero 9) — Nagsagawa na ng kaukulang imbentaryo ang pamunuan ng Hydro Electric Development Corporation (HEDCOR) sa mga “actual assets” nito sa Asin Mini Hydro Plants sa Tuba, Benguet.

Ito ay kaugnay sa kahilingan ng Baguio Water District na i-turn over ng korporasyon ang naturang mga planta sa katapusan ng Pebrero ngayong taon.

Ayon kay Miguel Romero Salas, assistant vice-president for Administration ng HEDCOR, wala silang ibang magagawa kundi sumunod sa utos ng BWD.

Determinado naman ang pamahalaang panlungsod ng Baguio na bawiin na ang pangangasiwa sa nabanggit na mga planta sa pagtatapos ng dalawampung taong kontrata sa darating na Setyembre 1.

Ayon kay Mayor Braulio Yaranon, panahon na upang pangasiwaan ng syudad o kaya’y ipasakamay na sa ibang kumpanyang may kapabilidad sa nasabing operasyon upang ma-maximize ang “power output” na nakukuha rito para sa lokal na pamahalaan.

Sinabi rin ni Raffy Macabiog, hepe ng Exploration Department ng HEDCOR na tinatayang aabot sa 60 megawatts ng kuryente ang maaaring makuha mula sa mga “Mini Hydro Resources” sa lalawigan ng Benguet. # RobertTabay/DzEQ

11.99% pumasa sa Civil Service

BAGUIO CITY (Enero 11) — Umaabot lamang sa mahigit labing isang porsyento (11.99%) sa kabuuang bilang ng mga nag-eksamin ang pumasa sa Civil Service Professional Eligibility Examinations noong nakaraang Oktubre, ayon sa Civil Service Commission (CSC)-Cordillera.

Batay sa impormasyon, 288 o 14.4% mula sa humigit kumulang na 2,000 na kumuha ng eksaminasyon ang pumasa sa lunsod ng Baguio.

Ayon din sa ulat ng CSC, pito, 0.38%, mula sa 261 examinees sa Abra at lima, 1.6%, mula sa 299 na examinees sa Bontoc Testing Center ang pumasa.

Ayon kay Cornelia Rillera ng CSC-Cordillera, maituturing na mataas pa rin ang “ratio” ng mga pumasa sa rehiyon kumpara sa ibang rehiyon sa bansa.

Samantala, 137 o 24.46% ang pumasa mula sa 560 bilang ng examinees ang pumasa sa “Career Sub-professional Examination”.

Ang mga hindi pumasa ay pinayuhang antabayanan ang “report rating” na ipinadala ng punong tanggapan ng komisyon. # Jhong Munar/DzEQ
