Kalinga rep not proud of the 13th Congress TABUK, Kalinga (Jan. 6) — Kalinga Congressman Laurence Wacnang admitted during the weekly Tungtungan sa Radyo ng Bayan at DZRK Tabuk that they could not be proud of the accomplishments of the 13th Congress. He said this is because both the lower and upper houses have been giving more attention to investigating the impeachment issues instead of giving more focus on their legislative functions. As a result, Wacnang said that several local bills including the legislated creation of four national high schools in the province got snagged in the Upper House. The schools include Naneng High School of Pasil Municipality, Uma National High School of Lubuagan, Balong High School and Southern Tinglayan. Aside from these, the solon informed that he had also given attention for the province’s development of roads and bridges, schools, tourism and agriculture during the 13th congress. # Gigi Dumallig/PIA-Kalinga * * * Use of biofuel, CFC phase out pushed TABUK, Kalinga (Jan.6) — Senior Land Transportation Officer (LTO) Vicente Agullana said LTO supports the planned mandatory use of biofuel as an alternative to gasoline and diesel fuels to reduce the country’s dependence on imported oil. “The 53 percent of our yearly import on oil consumed by the transport sector alone could be reduced if the development of alternative fuel sources found abundant in the country like coconut will push through,” Agullana said. “This goal to cut our dependence on imported oil could be further boosted with the commitment of China’s Synergy International Resources Group Co. Ltd. to invest $200 million in the country CNG industry,” he added. Agullana saidgovernment should start the program as part of its austerity measure to save on fuel expenditure but before all government agencies adopt this measure, Congress should first approve a law mandating the compulsory use of biofuels. Meanwhile, in a bid to phase out ozone depleting substances, LTO and the Department of Environment and Natural Resources require car owners and operators to refrain from recharging their car air conditioner with freon 12 (CFC-12 or R-12). He said the only way to save the ozone layer is to stop the consumption of ozone-depleting substances like CFCs. # Peter A. Balocnit/PIA-Kalinga * * * P7.5M ECCD fund for 2006 ready TABUK, Kalinga (Jan. 6) — The Provincial Coordinator on Early Childhood Care & Development (ECCD) here assured continued implementation of the program in the province with its fund now ready. ECCD Provincial Coordinator Salvacion Babate said some P1.52M unutilized fund last year was carried over and added to the P6 million programmed for this year. Projects identified for funding this year include Children’s Survival, which provides primary health care and proper nutrition; Children’s Protection, which caters to children’s rights and livelihood; Children’s Development, which upgrades facilities like day care centers and health stations and equipments; Children’s Participation on school’s activities and Social Advocacy and Information Management. The three-year ECCD program, which started in 2005 has already been launched in all eight municipalities of the province with a total fund of P20.625M. # Larry Lopez/PIA-Kalinga * * * Ifugao disaster council lauded LAGAWE, Ifugao (Jan. 6) — The Office of Civil Defense (OCD) Cordillera Region commended Ifugao Provincial Disaster Coordinating Council (PDCC) for best practices in disaster preparedness and management. The said disaster preparedness measures include the conduct of joint PDCC and Provincial Peace and Order Council (PPOC) meetings and conferences, the conduct of joint information, education and communication activities on public safety and security, crime prevention, substance and disaster management and mitigation. OCD also commended the disaster action officers and search and rescue members of participating agencies for their readiness to report for duty at the disaster operation center when notified. Last year, 2005, the PDCC-Ifugao has been allotted a budget of P56,000 for its operation. Cortez expects an increase of their budget for 2006 in the amount of P300,000. # Dan Codamon/PIA-Ifugao * * * Botika sa barangay taking off in Abra BANGUED, Abra (Jan. 6) — Low-cost generic medicines are now available in the barangays thru the Botika sa Barangay Project of the Department of Health-Center for Health Development (DOH-CHD) here. Thirty seven Botika sa Barangay are now in operation in the province of Abra. The project aims to provide access to over-the-counter medicines like analgesic, pain relievers, herbal products and antacids as well as a few prescription drugs for diabetes, asthma, high blood pressure and some antibiotics.
