Governor pack road clearing on

BAGUIO CITY (Dec. 22) — Mayor Braulio Yaranon ordered the removal of all public utility vehicles not covered by any parking agreement with the city government from the Governor Pack Road.

The mayor said the clearing of the Governor Park Road is in preparation for the final verification of all applications for the new parking scheme to be implemented in the area. He said this was recommended by the Governor Pack Road Task Force after noting the proliferation of vehicles using the area as terminal without authority from the city.

The mayor directed the city police and the public order and safety division to implement the order.

The mayor earlier ordered the task force headed by Oscar Flores of the City Building and Architecture Office (CBAO) to review of the contracts of lease of the various PUVs occupying the area as terminals as well as the pay parking policies to ensure transparent and effective management of the pay parking scheme.

The revised policies govern the road use plan, pay-parking scheme and regulatory fees in said areas in consideration of public welfare, health, protection, safety and unimpeded traffic flow. # Aileen P. Refuerzo/PIO

Mayor orders abolition of illegal bingo

BAGUIO CITY (Dec. 22) — Bingo activities without permit from the local government must be stopped. The mayor stressed this in his memorandum to public order and safety division head Emmanuel Reyes.

“You are hereby advised that this Office cannot issue any permit to BINGO or similar games, the same being illegal,” the mayor noted saying this stand is supported by the recent decision of the Ombudsman dismissing the case filed by the operator of the Bingo Social activities at the Dangwa Compound here against the mayor and Reyes.

The decision, according to the mayor, “stresses that only the City Mayor has authority to issue business permits only for lawful businesses and activities.”

The mayor’s memorandum was meant to clear the issue on the bingo activities being advocated in some barangays here. The said bingo raffles described as a spin-off of the Bingo 2-Ball were reportedly conducted in certain barangays here as fund-raising activities of the barangay councils. Some barangay officials are reportedly receptive to the program believing it is a legal means of raising funds for their barangay programs.

The mayor said whatever wrong perception the barangay captains had on the legality of the bingo must have been corrected upon the issuance of the decision of the Ombudsman which gave emphasis on the local chief executive’s power and authority “to abrogate illegal activities” like bingo raffles that were not covered by any business permit from the mayor’s office. # Aileen P.
