VIGAN CITY, Ilocos Sur (Dis. 10) — Ilocos Human Rights Advocates (IHRA) and Bagong Alyansang Makabayan (BAYAN)-Ilocos said that year 2005 was a bloody year for activists and human rights workers. According to IHRA data, from 2001-2005, there were 65 documented cases in Ilocos involving more than 100 individuals, 200 families and 800 children, in 17 municipalities in the region. On the 57th commemoration of the Universal Declaration of Human Rights (UDHR) adopted by the United Nations (UN) on December 10, 1948, various sectors all over the Ilocos region memorialized the UDHR in memory of the victims of state terrorism in the region spearheaded by Ilocos Human Rights Advocates (IHRA) and Bagong Alyansang Makabayan (BAYAN)-Ilocos on December 10, 2005. With the theme, “Gibusan ti panangpapatay ken panangidadanes! Labanan ti terorismo ti rehimen US-Arroyo! Hustisya para kenni Romy Sanchez, Pepe Manegdeg, Albert Terredano ken amin nga biktima ti panaglabsing ti pangtao nga karbengan! Padisien ti peke, papet, mangparparigat ken pasista nga president Gloria Macapagal-Arroyo!” (Stop the killings and oppression. Fight the terrorism of the US-Arroyo regime. Justice for Romy Sanchez, Pepe Manegdeg, Albert Terredaño and all victims of human rights violations. Oust the fake, puppet, repressive and fascist Gloria Macapagal-Arroyo.) More than 300 peasants, workers, church people, human rights advocates, youth, women and other sectors marched around the streets of Vigan City for the International Human Rights Day. According to Julian Daoa of BAYAN-Ilocos, “dagitoy a pananglabsing ti pangtao a karbengan ket mangipakpakita laeng ti kumarkaro a krisis. Ti estado saanen a makapagturay iti panangallilaw laeng isu nga ipakpakatnan ti naranggas a kagagaladna. Ti panagrigrigat ti umili ken saanto pulos a mapaulimek kadagiti pamutbuteng ken panagpapatay kadagiti lider ken organisador. Agingga a saan a magun-od iti pudno a demokrasya ken pudno a pang-ekonomiya a pagsayaatan, agtul-tuloy latta ti panangirupir dagiti umili ti pangtao a karbenganda!” (These human rights violations only show the worsening crisis. The state can no longer rule by fooling the people so it is already unleashing its violent characteristics. The struggle will never be silenced by the killings of leaders and organizers. As long as genuine democracy and economic reforms are not achieved, people will continue fighting.) BAYAN-Ilocos reiterated that the march rally in Vigan City is the response of the people to the ruthless killings of activists and human rights advocates not only in the region, but also nationwide. “It is very disappointing to know that people who are struggling for the rights of the people are being attacked by the state. Their blood is now the seed in advancing the people’s movement against a fascist president,” Billy Austin of BAYAN-Ilocos said. In the Ilocos and Cordillera regions, three (3) are victims of intensifying state terrorism. Romy Sanchez, Coordinator of BAYAN MUNA-Ilocos and Secretary-general of BAYAN-Ilocos was killed by a still unidentified gunman. Jose ‘Pepe’ Manegdeg III, coordinator of the Rural Missionaries of the Philippines (RMP) sustained 22 gunshot wounds after a paralegal training in San Esteban, Ilocos Sur and eleven (11) hours after, Albert Terredaño, convener of COURAGE-Abra was killed. Meanwhile, Elvira Sanchez, convener of Justice for Romy Sanchez Movement (JRSM) and wife of Romy Sanchez, in her speech said that until now, nine months after the death of Romy Sanchez, there were no hearings yet. “There were no steps from the government to solve the case of Sanchez, and then comes another victim of state terrorism,” Sanchez said. She added that, “We must act now to fight for our rights. The more we keep quiet, the more we will not attain justice”. A cultural presentation was rendered by Romy Sanchez’es children dedicated to the ‘victims of human rights violations under GMA’. The march-rally ended with candle lighting and a prayer for peace led by Rev. Romeo Sunggay, for all the victims of state terrorism and to serve as an inspiration to the people’s movement in quest for a just and lasting peace. # Rod Tajon for NORDIS |
