Tulay, kalsada di apektado ng 2006 budget

BAGUIO CITY (Nob. 29) — Hindi maaantala ang pagsasakatuparan ng mga proyektong imprastraktura sa rehiyon dahil sa pagpapasa ng Konggreso ng 2006 national budget, ayon kay Regional Director Mariano Alquiza ng Department of Public Works and Highways (DPWH), sa isang panayam sa radyo.

Kahit pa re-enacted budget ang gugugulin ng pamahalaang nasyunal, ang mga proyekto sa Cordillera ay di umano apektado, ayon pa kay Alquiza. Napaglaanan na diumano ng karampatang pondo ang 14 packages ng “Tulay ng Pangulo”, na siyang ginawang halimbawa ni Alquiza. Pito rito ay tapos na, lima ang kasalukuyang ginagawa at dalawa ang di pa nasimulan.

Samantala, pinabulaanan ni Alquiza na ito ay naglabas ng stoppage order para sa BGH Flyover project. Nilinaw niyang resumption order ang kaniyang ipinalabas kamakailan at tanging ang tree-cutting permit at mga clearance mula sa lokal na gobyerno ang nag-aantala sa naturang proyekto. # Jhong Munar/DzEQ

Moral values isusulong sa 10 paaralan

BAGUIO CITY (Nob. 29) — Sampung elementarya at haiskul ang pilot areas ng pagpapalaganap ng moral values sa mga kabataan sa ilalim ng Baguio Center for Young Adults (BCYA).

Sa isang panayam, sinabi ni Tasiana Macanas, tagapagsalita ng BCYA na layunin ng programang bigyan ng pagkakataon ang mga kabataan para malaya nilang ipahayag ang sarili hinggil sa mga isyu ng kanilang paglaki. Aniya, nakatuon ang mga modyul sa kaalaman at pagbabahagi ng karanasan.

Night Market, pahihintuin ni Yaranon

BAGUIO CITY (Dis 2) — Walang pahintulot ang pamahalaang lungsod sa umiiral na pagbebenta sa Session Road gabi-gabi, ayon kay Mayor Braulio D. Yaranon.

Nilinaw ni Yaranon na wala pang ipinasang resolusyon o ordinansa para rito. Dagdag pa, kahit sa loob ng palengke ang night market, kailangang dumaan sa masusing pag-aaral ng konseho ito.

Aniya pa, ipatutupad ng pamahalaang lungsod ang mga umiiral na batas higgil sa sidewalk vending sa lahat ng mayor na kalsada ng lungsod, pati na ang Session Road. # Robert Tabay/DzEQ

Give Session Rd rerouting a chance — Yaranon

BAGUIO CITY (Dec. 2) – Mayor Braulio Yaranon has appealed to residents here to bear with the on-going traffic rerouting scheme along Upper Session Road until the two-week experimentation ends on December 12.

The scheme drew criticism from the riding public after the traffic condition in the area worsened. Yaranon said that the adjustments are now being made to iron out the overlooked aspects of the traffic plan. He clarified that the scheme was crafted and recommended for experimentation by the planning and design committee, created earlier to study all ways to improve the traffic situation in said area.

He said it was implemented after consultations and meetings with the affected sectors and was not imposed merely on his whim as some quarters claimed. “The scheme did not come from me. It was a product of study by technical people and I acceded to its implementation on experimental basis in our aim to improve the traffic condition in that area,” he said. # Aileen P. Refuerzo/PIO

Direct deal with HEDCOR re Asin mini-hydro better — Yaranon

BAGUIO CITY (Dec. 2) – Mayor Braulio Yaranon said last Thursday that if he will have his way, he would go for a direct deal with a private company in managing the city-owned Asin mini-hydroelectric plants after the contract for its operation expires next year.

However, Yaranon said that he would leave the decision to the task force he earlier created through Administrative Order No. 122. The task force is to conduct an extensive technical, financial and socio-economic study to determine the city’s best alternative in proper hydro plant administration when the city’s contract with the Baguio Water District (BWD) ends on September 1, 2006.

He said the option for a direct deal with the Hydroelectric Development Corporation (HEDCOR) would surely be among the alternatives studied by the task force. They are also to consider the city’s possible take-over management of the plan, as against the other option of renewing the BWD contract for another 25 years under improved conditions.

In the agreement in 1981, the management and operation of the four mini-power plants were turned over to the BWD, which later consigned the management to the Davao Light and Power Company in 1985; eventually turned over to HEDCOR in 1992. All the mini-power plants are in Tuba, Benguet: 2 of which are in Brgy. Tadiangan, one in Brgy. Nangalisan, and one along Camp 6 Kennon Road.

In March 2001, a revised agreement covering the power sharing among the city, the BWD and the HEDCOR were forged yet unconfirmed by the city council. # Aileen P. Refuerzo/PIO
