Baguio mayor asks COA to look into flyover deal

BAGUIO CITY (Nov. 24) — Mayor Braulio Yaranon said he will ask the Commission on Audit (COA) to conduct an audit of the flyover project to prove if it really complied with all the requirements set under the law.

Yaranon reiterated his stand that the project should not be pursued due to irregularities and its adverse impact to the environment.

The project was suspended after considering the sentiments against the project. However, the project has been issued resumption order as reportedly announced by Dept. of Public Works and Highways Cordillera regional director Mariano Alquiza.

Yaranon said in his letter to the COA, he pointed out that the project costing P88 million, as funded by Japan International Cooperation Agency, has no corresponding certificate of availability of funds issued by a competent official as required by the law.

To circumvent the requirement, it appears that the DPWH has divided the project into phases. “But whether the project is done in one or two phases the requirement of certificate of availability of the total cost of the project is required by law,” he said.

To boost his campaign against the project, the mayor said he will also ask the city council to recall the previous endorsement granted to the project. He also reiterated that he would not issue any permit to cut trees for the project.

The flyover project will run from Marcos Highway over the Baguio General Hospital (BGH) rotonda into Governor Pack Road and will include portions of Kennon Road, Kisad Road and the Burnham Park reservation. # Aileen P. Refuerzo/ PIO
