BIR nalagpasan ang target BAGUIO CITY (Nob. 17) — Sinabi ni Bureau of Internal Revenue (BIR)-Cordillera Regional Director Alfredo Balicanta na nalampasan na nila ang collection target nila para sa taong ito. Ayon kay Balicanta na umaabot sa P1.3 bilyon ang nakolekta nilang buwis mula Enero hanggang Oktubre. Aniya, tumaas ang koleksyon dahil sa tiwala ng taumbayan sa BIR partikular na ang mga negosyante na nagsumite at nagbayad ng tamang buwis. Dagdag pa ni Balicanta, mahalaga ang pagpapaunawa sa mga mamamayan hinggil sa kahalagahan ng pagbabayad ng tamang buwis. # Jhong Munar/DzEQ * * * Kalinga SP abolish 5% engineering overhead TABUK, Kalinga (Nov. 18) — Saving funds for vital services, the Sangguniang Panlalawigan removed and abolished the 5% engineering overhead deducted from all infrastructure projects through its Resolution No. 2005-214. The resolution further states that any attempt to maintain it will subject the official or employee concerned to appropriate disciplinary action. However, Governor Dominador T. Belac vetoed the resolution citing Resolution No. 99-183 as the legal basis for the five percent deduction. Former members of the legislative body approved in November 29, 1999 the 5% engineering overhead for project monitoring and evaluation activities. For fiscal year 2006, the province of Kalinga is expected to receive an Internal Revenue Allotment of P267.2 million. The amount of P53.4 million is segregated as Economic Development Fund or popularly known as the 20% development fund. Bulk of the amount is allotted for infrastructure projects through the PEO where the so-called 5% engineering overhead is being deducted. “The exaction and use of the 5% Engineering Overhead without an ordinance authorizing the same constitute technical malversation, which is a crime punishable by the revised Penal Code,” Resolution No. 2005-255 stated. # Gigi Dumallig/PIA Kalinga |
