La Trinidad — Mt. Data section 87% done TABUK, Kalinga (Nov. 17) — As the P1.6 billion La Trinidad-Data section of the Halsema Highway Project is 86.91% complete as of Oct. 25, the other sections, the Data-Bontoc and the Bontoc-Banawe portions are under bidding and negotiation for funding, respectively, Engr. William Balajo of the Department of Public Works and Highways (DPWH) announced during the quarterly meeting of the Regional Development Council (RDC) here. The Asian Development Bank (ADB) funded package I, or the La Trinidad-Data section contracted by the Korean company Daewoo. Package II, or that part from Data to Bontoc in Mountain Province, which also enjoys an ADB funding, is now undergoing the mandatory bidding process for government projects. Package III still has no funds but Balajo said, the government is now negotiating with a foreign funding agency. Balajo said the actual accomplishment targeted for the period was 87.71%, thus there was a slippage of some 0.80%. However, he is optimistic the project would be finished in January next year. The completed work this quarter represented some 5% development from last quarter. In July, Claude Allouche, the French consultant to the Halsema road project, said the said work was 82% completed and would be finished in December this year. A power point presentation, as shown by Balajo, exposed the major physical accomplishments that include 88.60% or 18,809 meters out of the 21,229 meters of new Portland cement concrete pavement (PCCP) and 79.87% or 12,052 of 15,090 meters of total slab replacement (TSR). Eighteen out of the 22 sections have also been completed. All the needed stone masonry have been put in place, according to Balajo. Some 94.99% of the 52,660 square meters of 100mm shortcrete have been done while only 5 out of twelve new box culverts were installed, there are 95.83% or 115 of 120 new reinforced concrete pavement (RCP) installed. Only 35.09% of 11,605 of 33,073 linear meters of rectangular drain were completed and 71.85% or 44,401 of 61,800 linear meters of shoulder/ditch were done. Most of the remaining works are at the Ambassador section of the Halsema Highway and at the Abatan, Buguias section where drainage facilities are yet to be installed Balajo said. In a separate interview, DPWH Secretary Hermogenes E. Ebdane, Jr. said the sinking at the Sinipsip area necessitated a realignment of the road and this would be a serious cause of delay in the completion of the Halsema road project. He said the 1990 quake caused some major earth movement that destroyed the road, some part of which must be abandoned, thus the need for rerouting or realignment. Allouche said the Korean contractor Kyu Kang decided earlier to include the work at the sinking area in the Phase II of the road project. He further said these parts are sinking at a certain depths each year that these had to be filled with rock, gravel and asphalt and may be included in the next phase.
