City bus proposed BAGUIO CITY (Nov. 4) — The council last week referred to the proper committee the proposed ordinance authored by Councilor Daniel Farinas appropriating P3 million for the purchase of an official city bus. According to Councilor Farinas, the bus shall be a showcase of the city’s tourism potentials and shall be utilized to tour guests to various destinations within the city. Appropriate facilities for convenience purposes shall also be installed in the bus, as with the official seal of the city. “The city’s tourism program can be improved by coming out with tourism projects that would bolster Baguio City in the tourism map of the Philippines and elsewhere,” the councilor said. He also said that the official bus is “fit and convenient” during activities of national and International significance, where special guests are accommodated during said special occasions. The proposed amount to acquire the City Official Bus shall be included in the 2006 budget, Councilor Farinas ended. The proposal is expected to be tackled during the next council session. # Julie G. Fianza * * * DFA issues 750 passports BAGUIO CITY (Nov. 3) — The Department of Foreign Affairs (DFA) Regional Consular Office based in San Fernando, La Union issued 750 passports during its extended mobile services last Oct. 29 here, at the City Hall Multi-purpose Hall. Slated to issue only 650 passports during the one and one-half days mobile services, the consular office processed 900 applications and ended up with more clients having complete documents, thus the additional 100 issuances. Evaluation, processing and payment of fees were done on Saturday, Oct. 29 from 8 A.M. to 5P.M., while release of passports started on Saturday afternoon until 6 P.M. and Sunday morning, Oct. 30, until 12 noon, at the same venue. According to DFA Officer-In-Charge Eriberto Castillo, the services are the in line with the commitment of the consular office to enforce, as to government directives, the delivery of frontline services “promptly, extensively and closer to the people.” Hundreds of applicants from around the region lined up early to submit application forms and needed documents for evaluation. A processing fee of P950 was charged for the transactions. Accordingly, it was announced that the next mobile passporting services for the Cordillera region shall be in March 2006. # Glicerio Avena/City Administrator’s Office * * * Bus station regulation proposed BAGUIO CITY (Nov. 3) — The city council last week referred to the appropriate committee the proposed ordinance authored by Councilor Faustino Olowan regulating the construction, establishment and operation of bus terminal for public utility vehicles within one kilometer radius from the central business district. According to Olowan, the proposal will ease and decongest observed vehicular and human traffic here, being the point of daily entry and exit to and from other places in Luzon. The councilor proposes the regulation of public utility vehicles within and along city roads and streets, within one kilometer radius from the center of the city. Jeepney terminals and taxi loading areas within city roads and streets are also required to limit the number of units to avoid traffic obstruction and road constriction, the proposal states. The proposal also designates the City Planning and Development Office to assist the affected operators in the determination of possible relocation sites, in conformity with the City’s Comprehensive Land Use and Development Plan. # Julie G. Fianza/PIO * * * Pagkaantala ng bonus ng ilang empleyado nilinaw BAGUIO CITY (Okt. 21) — Nilinaw ni Mayor Braulio Yaranon na ang pagkaantala ng bonus at cash incentive ng ilang empleyado ay di nangangahulugang ipinagkait ito ng punong ehekutibo at wala ring kinalaman sa kanilang iringan sa pulitika. Ito aniya ay isang hakbang upang maiwasan ang asuntong technical malversation of funds na maaring kaharapin ng alkalde. Ang mga empleyadong tinutukoy ay ‘yung mga naglilingkod sa lungsod subalit binabayaran ng pambansang pamahalaan kabilang na rito ang mga kawani ng pulisya, fire department. Prosecutor’s office at Commission on Audit. Maituturing umanong double compensation kapag tumanggap ng pondo ng lokal na pamahalaan ang mga empleyadong kabilang sa nasabing mga ahensiya. Karamihan sa mga empleyado ng lungsod ay tumanggap na ng bonus na katumbas ng isa’t kalahating buwan ng kanilang sahod at P20,000 na insentibo. # Robert Tabay/DzEQ * * * Irisan Lime Kiln pag-aari ng pamahalaan BAGUIO CITY (Okt. 21) — Walang sinumang indibidwal ang maaring umangkin sa Irisan Lime Kiln kung hindi ang pamahalaan. Ito ang mariing pahayag ni Mayor Braulio Yaranon matapos ihayag ng ilang apektadong occupants ng naturang lugar na nabigyan sila ng karapatan upang manatili roon. Sinabi ng alkalde na bagamat idineklara ng lokal na pamahalaan na ito ay para sa socialized housing, wala pa rin itong kasiguruhan dahil hanggang ngayon ay wala pang proklamasyon mula na pambansang pamahalaan kung saan gagamitin ang nasabing lupa.
