Flower vending, traffic top Oplan Kaluluwa in Baguio City

BAGUIO CITY (Oct. 14) — Hoping to go through a generally peaceful and orderly celebration of All Souls’ and Saints’ Day this year, the city government, headed by Mayor Braulio Yaranon, prepared contingency measures for Oplan Kaluluwa as early as mid-September.

Candle and flower vendor applicants are informed to secure application forms by October 19 at the City Treasurer’s office, through its campaign and investigation division. The forms should be duly submitted on October 20. They will be secured their allotted stall number, and on October 24, they have to get their special permit from the permits and licensing division.

Applicants must be a bonafide resident of Baguio City, of legal age, without flower stalls at the city market and Marbay, and had no recorded violations from previous years of the Oplan. The application is on the basis of first come-first served.

The Oplan’s policies include that the vendors must only sell flowers and candles facing the sidewalk; no food or other goods must be displayed; and gambling and cooking are prohibited inside the stalls. In addition, swapping of stalls among the occupants shall be prohibited. Cleanliness must be observed at all times.

Violation of any of the rules means blacklisting from the Oplan for the next three years.

Moreover, for the motorists going to the city cemetery on November 1 & 2, they are given traffic advisory. Several routes had been established.

A one-way traffic will be implemented from 5 am onwards on Nov. 1 along Naguilian Rd., from Bokawkan junction up to Dominican Rd., Queen of Apostles Rd., 1st Rd. and 2nd Rd. Quezon Hill, Sofia de Vera and Ponce Sts., and the whole stretch of San Luis and San Roque. Also, no parking will be allowed inside the cemetery and some of the said areas.

The recommended parking areas are the pay-parking inside Cooyesan Plaza, inside Shangrila and Recoletos compounds, the whole stretch of Ponce St. along Quezon Hill, and the right side of 2nd Rd. San Carlos Heights going down. # Julie G. Fianza, with reports from Art Killip
