Yaranon OKs council move on student fare reconsideration

BAGUIO CITY (Sept. 30) — Mayor Braulio D. Yaranon supported the city council’s call for the Land Transportation Franchising Regulatory Board (LTFRB) to restore the 20% student fare discount even on holidays, Saturdays and Sundays.

Resolution 254-05 which Councilors Leandro Yangot and Rocky Thomas Balisong penned asked LTFRB to reconsider its Memorandum Circular No. 14 limiting the fare discounts on schooldays. # Aileen P. Rufuerzo/PIO

City ensures detainee’s right to competent counsel

BAGUIO CITY (Sept. 30) — Authored by city councilors Jose Molintas, Federico Mandapat, Jr., Erdolfo Balajadia and Faustino Olowan, City Ordinance No. 32, signed last week by Mayor Braulio D. Yaranon, now institutionalizes the implementation of RA 7438 enacted in 1992, which mandates that arrested persons detained or under custodial investigation be provided a competent counsel.

The measure enjoins all law enforcement agencies in the city to provide counsels who may be from the either the public or the private sectors. The city shall set aside some P200,00 for the purpose. This fund will be under the City Peace and Order Council, tasked to issue guidelines on disbursement of said fund. # Aileen P. Refuerzo

Rift on parking continues

BAGUIO CITY (Sept. 30) — The rift between City Mayor Braulio D. Yaranon and the Jadewell Parking Systems, Inc. (Jadewell) went through another meander over the past week as the latter threatened to bring to court the mayor anew. Yaranon, however stood pat on his directive for the city police to stop Jadewell from clamping and towing vehicles who refuse to pay parking fees.

On Sept. 14 Jadewell, through counsel Balgos and Perez law office asked Yaranon to withdraw the mayor’s Sept. 12 memorandum reiterating an existing memorandum of agreement between the payparking firm and the city government.

Yaranon, however brushed aside lawyer Mariano Balgos’ letter and instead threw his opponent the usual litany of traffic enforcement activities, which he repeated as illegally being carried out by Jadewell. # Aileen P. Refuerzo/PIO

Transparency in budget preps

BAGUIO CITY (Sept. 30) — To ensure transparency in fiscal planning, Mayor Braulio D. Yaranon last week sought the participation of all departments and offices in the preparation of the 2006 City Budget.

Enhancing involvement will ensure effectiveness in framing the financial plan, Yaranon said, adding that priority projects are better determined and no concern would be left out. In a memorandum, Yaranon solicited comments and suggestions on the draft budget call and initial fiscal policies.

Earlier, the city’s fiscal officers assured the officials that the city’s financial status is sound with revenue collections surpassing the target. Despite this, Yaranon said they expect a conservative budget due to the need for cost cutting and austerity measures in view of the political and economic crisis the country is facing. # Aileen P. Satellite market at Mines’ View Park seen

BAGUIO CITY (Sept. 30) — Mayor Braulio D. Yaranon is optimistic for the putting up of a satellite market at Mine’s View Park here as findings on the proposed site show that the proposed location is not a part of the Forbes Park reservation.

Former city mayor Bernardo Vergara first identified the said market project as a priority. An amendment of a city ordinance may facilitate the project, Yaranon said, referring Ordinance No. 17 – 03 for action by the city council. Dog pop’n control up

BAGUIO CITY (Sept. 30) — The city veterinary office will castrate dogs for free on October 5, to control dog population.

Health authorities said the canine population control program aims to mange the propagation of dogs to control rabies and curb the illegal sale of dog meat. The National Meat Inspection Service (NMIS) rules and regulations the Consumer Act and the Animal Welfare Act prohibit the sale and slaughter of dogs. Likewise, City Ordinance No. 93-48 also provides against the sale of the hot meat.

Road inventory up for implem’n

BAGUIO CITY (Sept. 30) — The city will inventory all national, city and barangay roads to come up with a comprehensive road network program for its future traffic and right-of-way plans and programs.

Former Vice-mayor Betty Lourdes Tabanda and Councilor Leandro Yangot introduced the project in 1999 that Mayor Braulio D. Yaranon approved this week.

The increasing traffic necessitated a revision of traffic programs to attune with the need of the times, the proponents said. It will also safeguard the city’s rights over lands earmarked for right-of-way and road widening but which have been subjected to town site sales applications (TSA). # Aileen P. Refuerzo/PIO
