Tabuk has a new RTC judge

TABUK, Kalinga (Sept. 9) — President Gloria Macapagal-Arroyo has appointed Atty. Marcelino Wacas as Regional Trial Court Judge Branch 25. Wacas took his oath August 23 before Supreme Court Justice Hilario Davide, Jr.

Wacas was former District Public Attorney of the Kalinga Public Attorneys Office (PAO) before his new appointment. His appointment will strengthen the government’s campaign on equal justice.

The position of RTC Judge Branch 25 was vacant for one year when Judge Milnar Lammawin was murdered in August last year. The Judicial and Bar Council endorsed three applicants for selection by the president namely MTC Judge Victor Dalanao, Atty. Basilio Wandag and Wacas.

According to members of his family, though Wacas has big dreams in life, he was contented working as a Public Attorney from 1985 until becoming the head of PAO-Kalinga. He was assigned as PAO in Tuao and Tuguegarao.

His close friends said Wacas took the defense of indigent clients as his joy in life, further attesting that he also has a positive working attitude.

A homegrown judge and member of the Kalinga tribe, Wacas is known to favor traditional practices of settling disputes and sees it as an advantage to the court of law as it de-clogs court dockets of criminal and civil cases.

Wacas attended primary school at Mabongtot Primary School and finished elementary at Bangad Elementary School. He finished his secondary education at St. Teresita’s School in Lubuagan. He was Political Science graduate of the St. Louis University in Baguio City. Before pursuing Law, Wacas was a teacher and then later became principal of the former Kalinga-Apayao Provincial High School.

He also taught at the St. Louis High School in Antamok in Itogon, Benguet and also became principal of Twin Peaks High School in Tuba, Benguet. He also became instructor of Kalinga-Apayao State College.

Inspired by the success of cultural minorities in law and the need to defend the rights of indigenous peoples, Wacas took up Law at the Baguio Colleges Foundation (BCF), graduated in 1980 and passed the bar the same year. Right after passing the bar, he was employed as Senior Legal Officer of the defunct Kalinga Special Development Region.

He is now 57 years old, married to the former Rosalina Magwaki and blessed with 8 living children. His family lives on a modest house lately built from his hard-earned income.

Wacas, who has no other fortune in life, except his proven integrity and honesty has earned him the respect of his colleague in the law profession.

He served as President and Vice President of the Integrated Bar of the Philippines, Kalinga-Apayao Chapter and member of the IBP Board of Directors. He is Chairman of the Amnesty Board for several years. # Peter Balocnit / PIA Kalinga
