Lawmakers push probe on Lepanto

For alleged unfair labor practice, HRVs

BAGUIO CITY (Aug. 29) — Progressive partylists Bayan Muna (BM), Gabriela Women’s Party (GWP) and Anakpawis recently passed House Resolution No. 923 directing the House of Representatives through the Committee on Labor and Employment to conduct an inquiry in “aid of legislation into the unfair labor practices of Lepanto Consolidated Mining Company (Lepanto) including the harassment, physical violence, arbitrary arrests and detention being made against their 1,685 striking workers”.

Reports of human rights violations (HRVs) and unfair labor practice were submitted to the said partylists, including the events that ensued following the strike on June 2, 2005, including more cases of human rights violations.

Partylist representatives Crispin Beltran and Rafael Mariano (Anakpawis); Liza Maza (GWP); Satur Ocampo, Joel Virador and Teodoro Casiño (BM) said in the resolution that the Lepanto management has clearly violated numerous provisions of the Labor Code that “afford full protection to labor and assure the rights of workers to form unions, to collective bargaining and to strike,” adding that the mining giant has further violated Article II, Section 18 of the Constitution which provides that the State shall protect the rights and welfare of workers.

The Committee was urged to come up with measures to protect the rights of the workers who have been on strike for three months now despite continued harassment and intimidation by the PNP and the management. To date, Lepanto top brass refuses to reinstate the dismissed officers.

Lepanto Employees Union President Ninian Lang-agan in an interview with NORDIS was grateful to the said progressive partylists. He said the move of the partylist congressional representatives proved that they are genuinely upholding and advancing the rights and welfare of their constituents.

Lang-agan is hoping for the resolution to be approved in congress. He is also looking forward to a positive outcome of the congressional inquiry.
