PNP keeps dispersing the striking workers
MANKAYAN, Benguet (Aug. 13) — All of the PNP dispersals at the picket lines in Lepanto does not have even a single mission order. This was disclosed by Senior Superintendent Villamor Bumanglag of North Luzon Command of PNP during the Sangguniang Panlalawigan inquiry last August 8, 2005. The revelation brings an alarm to people present on that inquiry, particularly the government officials because it is another case of violation of the Guidelines of Conduct of PNP/AFP during Strikes, Lockouts or Labor Disputes of the Department of Labor (DOLE). To date, the police executed 15 violent dispersals. The picket at Tubo gate was dispersed at least 5 times on June 17, 18, 21, July 9 and lately on August 6. Nayak picket was also dispersed on June 19, 20 and on July 2, 8, 19 and Aug. 8. Mill site was dispersed thrice at dawn of July 2 and August 10 and at the evening of July 17. Buaki picket suffered the same on July 8. Most of the dispersals are done at dawn. Since the DOLE issued an Assumption of Jurisdiction last May 10, 2005, all the order and command regarding the issues particular to the labor disputes between the LCMCo. and LEU, especially the mission orders for picket dispersal should come from the DOLE office. Ronald Maslian, LEU-Auditor was quoted saying that “ idi dinamag mi nu ayan dagiti mission orders da (PNP) idi agdisdispers da idiay Sapid,awan ti maiparang da” (when we are asking them(PNP) where are their mission orders during their dispersal in Sapid, they cannot produce any copy of mission order). Another PNP violation is regarding of their not following one of the Guidelines of Conduct of PNP/AFP during Strikes, Lockouts or Labor Disputes, where the PNP should stay 50 meters away from the picket lines. As seen in the pictures and video tapes, it seems that the PNP are the ones who are picketing because they stay either in front or very close to the gates of LCMC, where the picketers were supposed to be picketing. Together with the sexual harassments, brutalities, illegal arrest and arbitrary detention they are committing during violent dispersals, these violations that the PNP are executing only shows what side they are on and whose interest they are protecting. # Anoj Munsayac/KMU-Cordillera
