Dy to testify vs. GMA? Not true says Bayan

BAGUIO CITY (Aug. 2) — The Bagong Alyansang Makabayan (Bayan) in Cagayan Valley (CV) this week dismissed claims that former Isabela governor Faustino Dy, Jr. is being considered as a witness against Gloria Macapagal Arroyo’s (GMA) involvement in electoral fraud and jueteng.

Bayan-CV’s Reginald Ugaddan said such a pronouncement is impossible since Dy himself is guilty of massive cheating in the 2004 elections, particularly in Isabela.

“Commissioner Garcillano in fact delayed Grace Padaca’s proclamation as governor. Obviously, it was not only GMA who paid for position. Up to the last moment, Dy and his allies were trying to manipulate the number of votes for Ms Padaca. But the true winner prevailed, because the numbers were simply too overwhelming to tamper with. The same holds true for FPJ’s lead against GMA for president”, Ugaddan said in an emailed statement.

He added that there is strong evidence linking the Dy dynasty’s involvement in the strafing and burning down of municipal voting precincts in the towns of San Mariano and Jones also in Isabela. Dy lost the gubernatorial seat to Gov. Grace Padaca in 2004, in spite of Dy’s alleged ploy to rig the election results.

Uggadan said Bayan-CV encourages the people’s clamor for a full investigation regarding the Arroyos’ alleged involvement in jueteng pay-offs, as one proof of the government’s lack of moral ascendancy to rule.

“The crimes Pres. Arroyo has committed against the people— corruption, cheating, worsening poverty and subservience to foreign interests— are crimes also committed by Faustino Dy, Jr. when he was Governor,” Uggadan said.

Under Dy’s term as governor, citizens in the region protested against the Cassava Plantation Program, a scheme that will allot 300,000 hectares to Danding Cojuangco’s San Miguel Corporation (SMC) and will deprive hundreds of thousands of farmers of their right to their lands. Bayan-CV likewise led mass actions against intense militarization, corruption and autocracy under the Dy and GMA administrations.

“Dy proved himself a loyal lap dog to GMA and suffered an ouster from the people. Ultimately, he and GMA will bear the same fate,” Uggadan ended. # via NORDIS
