More infra projects ok’d

BAGUIO CITY (July 15) — Nine more infrastructure projects were approved by Mayor Braulio Yaranon for implementation in various barangays here.

The approved projects include the construction of a drainage canal at Purok 1 Mines View worth P95,000; continuation of road at Purok 4 Lower Dagsian at P75,000; flood control at Purok 7 Camp 7, at P50,000.

Road improvement with retaining wall, side pathway, curb and gutter at Atok Trail (P85,000); various open canal at Atok Trail (P93,750); construction of drainage at Purok 3 Gibraltar (P50,000), improvement and construction of flood control and riprap along the creek at Hillside (P150,000); construction of retaining wall and slope protection at Purok 3 Holyghost Extension, and cementing of existing drainage canal at Purok 6 at P100,000.

The said projects will be funded from the 20% local development fund of 2004.

The mayor approved 36 infrastructure projects, mostly restoration works, with a total amount of P7.2 million from the 2004 calamity fund, the general fund and the 20% local development fund of 2004. # Aileen Rufuerzo/PIO

Mayor strengthens poverty reduction team

BAGUIO CITY (July 15) — Mayor Braulio Yaranon released Administrative Order No. 97 recently to beef up the City Poverty Reduction Team (CPRAT) which was earlier created to head the implementation of poverty alleviation programs in the city.

The team’s membership has now been expanded to representatives from other concerned government agencies, non-government organizations, and basic sectors. The team is headed by the mayor with City Social Social Welfare and Development Officer Betty Fangasan.

The team will have the following functions: orient stakeholders on the legal bases, processes, and requirements of local poverty concerns; formulate the City Poverty Reduction Action Plan in coordination with the Barangay Poverty Reduction Action Teams; facilitate the organization of barangay poverty reduction action teams; provide technical assistance in undertaking barangay poverty diagnosis; present the City Poverty Reduction Action Plan to the Development Council and other stakeholders, among others. # Aileen Rufuerzo/PIO

City to tackle rampant, illegal vending

BAGUIO CITY (July 15) — Mayor Braulio Yaranon has directed the Baguio City Market Authority to adopt strategies to curb illegal vending at the city market, the satellite market and the barangays here.

The mayor asked the market group to include in its next deliberation the concerns brought up by members of the Carinderia Fish Section Association in relation to the proliferation of peddlers in undesignated areas at any time of the day to the detriment of legitimate vendors.

The association suggested several measures for consideration of the law implementers to regulate the practice which they said “prejudice the legitimate stallholders who pay their proper taxes.”

“One of the reasons why our sales have gone down is the proliferation of illegal peddling, resulting to inaccessibility to the market stalls in the Fish Proper Section. Some legitimate stallholders even borrow money just to be able to meet the taxes and fees required because of poor sales”, they lamented.

The mayor also referred to the market authority a similar complaint of stall owners at District I and XI satellite markets in Gibraltar barangay . # Aileen Rufuerzo/PIO

Mayor orders intensified waste collection

BAGUIO CITY (July 15) — Mayor Braulio Yaranon has ordered concerned offices here to intensify the collection of wastes in all villages here even as he advised the public to continue supporting the segregation program while the city is still studying what sanctions will be imposed against those who will not comply with the mandatory segregation policy.

Despite the directive to collect taxes, the mayor said that residents should not be complacent in their segregation efforts to sustain the momentum gained in the implementation of the policy.

He said the city will impose penalties on residents who will refuse to follow segregation rules subject to the kind of sanction the city will decide on later. But as of the moment, the thrust is to drum up the people’s cooperation through continuing dialogues and information drives.

The waste segregation scheme was first implemented on May 18 as per Administrative Order No. 602-2004, which mandates barangays to group their wastes into biodegradable and non-biodegradable. The city earlier intended to adopt a no-segregation-no collection scheme. # Aileen Rufuerzo/PIO

DPWH pursues flyover project

BAGUIO CITY (July 15) — The Department of Public Works and Highways (DPWH) is still keen on pursuing the flyover project at the Baguio General Hospital (BGH) area here, but Mayor Braulio Yaranon is equally determined to uphold his crusade against the project.

DPWH Acting Sec. Hermogenes Ebdane said that the project is only temporarily suspended as they are still awaiting the issuance of cutting permit from the Department of Environment and Natural Resources (DENR).

Ebdane relayed the information in his answer to the charges made by the mayor in a complaint filed before the Presidential Anti-Graft Commission (PAGC) last March where the acting secretary maintained that the project is legal, viable, and useful contrary to the mayor’s claims.

Ebdane brushed aside the mayor’s claims that the department committed technical malversation as the fund from which it will be financed comes form the excess funds or savings from the rehabilitation of Marcos Highway but the project includes sections of Kisad Road and Governor Pack and portions of the BGH reservation which are not part of the highway.

In a letter to the PAGC, the mayor branded the project “patently illegal and corrupt”. He said the fund for the project which is estimated to cost P88 million has no corresponding certificate of availability issued by a competent official as required by law. # Aileen Rufuerzo/PIO

Linggo ng PWDs gugunitain

BAGUIO CITY (Hulyo 15) — Isang Ambilympics na pinamagatang “Tagisan ng lakas, Talino at Talento, May K, Kaya Natin Ito” ang gaganapin dito bilang paggunita sa National Disability Awareness and Prevention Week mula Hulyo 17 hanggang 23.

Kaugnay nito isang sportsfest ang gaganapin sa Peoples Park kung saan dadalo ang pinakamahuhusay na atletang may kapansanan.

Magkakaroon din ng singing contest, orthopedic painting and drawing contest at iba pang katulad na aktibidad.

Isang medical at dental mission din para sa mga may kapansanan ang isasagawa sa Easter College.

15th anibersaryo ng killer quake ginunita

BAGUIO CITY (Hulyo 16) — Isang payak na palatuntunan ang gaganapin ngayon, Hulyo 16, sa may Burnham Park View Deck dito sa pangunguna ng mga local na pamahalaan bilang paggunita sa 15th anibersaryo ng malakas na lindol noong Hulyo 16, 1990, kung saan marami ang nasawi.

Nauna rito, ilang programa din ang isasagawa, na kinabibilangan ng isang symposium na pinamagatang “Beyond Disasters: Meeting Challenges Ahead” sa Bulwagang Juan Luna ng Unibersidad ng Pilipinas Baguio.

Asian Hollywood to be constructed in Benguet

BAGUIO CITY (July 15) — The Sectoral Committee on Economic Development of the Regional Development Council is currently working on a business proposal of a filmmaker to build an Asian Hollywood here in the city.

Marites Damian, chair of the Sectoral Committee on Economic Development disclosed during the weekly Kapihan that a filmmaker, who refuses disclose his name, already approached the Department of Trade and Industry (DTI) proposing to build a 75 to 100 hectare film studio here in the city. She said the filmmaker opted for the Philippines because he is aware that Filipinos are talented and skilled.

Damian admitted that the said land area is not available in the city given its population at present. She said they are helping the investor look for a place somewhere in Tuba and Itogon.

Damian said maintaining a studio in the United States is very expensive now that is why foreign filmmakers are looking for other countries to build studios. She also said that the investors were considering Thailand as another possible cite for the said studio. # Kim Quitasol for NORDIS
