CSC finds Belagan guilty of another sexual harassment case |

BAGUIO CITY (July 6) — Former Baguio City Schools Division Superintendent Allyson Belagan was found guilty of yet another sexual harassment charge by the Civil Service Commission-Cordillera Administrative Region (CSC-CAR). The CSC formally charged Belagan with grave misconduct on October 17, 1997. The June 6 CSC Decision No. 05-028 DC stated that Belagan “is hereby found guilty of the offense of Grave Misconduct and hereby meted a penalty of dismissal from the service.” The decision mentioned that Belagan used his position to sexually harass and assault the victim to satisfy his lust. According the said CSC order, Belagan harassed the complainant (name withheld) inside his car sometime in June 1994. He reportedly held the complainant’s thigh and kissed her lips. The complainant then was applying for a teaching position and Belagan was the appointing officer. Vernie Yocogan-Diano of the Innabuyog-Gabriela commended the CSC for being consistent in it decisions favoring victims of sexual harassment. However, she criticized the administration of justice in the country. Diano said even if the CSC ruled that the penalty is dismissal, Belagan already retired on February 14 this year. “Even if he is found guilty, he was meted with just a year of suspension and was allowed to get his retirement benefits. This is still injustice, he should have been dismissed,” she explained.
