AIDS victims remembered

BAGUIO CITY (May 12) — A torch parade and candlelight ceremony will take place on May 16 here to remember the 28 million people lost to Human Immuno Virus/Acquired Immune Deficiency Syndrome (HIV/AIDS) and to support the 48 million individuals worldwide living with the disease. The parade will start at 5 p.m. at the Banco de Oro area.

From 1992 to 2004, 16 cases of HIV/AIDS were registered in Baguio, although not necessarily from the city. Of these, six died. From January to April this year, two were reactive in a screening test and are now being monitored.

Dr. Celia Brillantes said that the City Social Hygiene Clinic is doing all it can to monitor the high risk group, such as the commercial sex workers to abate the spread of the disease.

“The best prevention is still by abstinence, by being faithful to your spouse and safe sex through the use of condoms, she added. # Art Killip/PIO

No tuition hike at Pines City Colleges

BAGUIO CITY (May 12) — The Pines City Colleges (PCC) announced that it will not increase tuition this year in all courses offered by the institution.

PCC Executive Vice President Dr. Arsenia Lumba said the resolution comes with their vision to offer quality education and produce well-rounded students.

The PCC offers at least 10 courses, maintains a hospital, the Pines City Doctor’s Hospital which is being upgraded through the construction of a new five-storey building as a prelude to its tertiary teaching hospital.

The new hospital annex will have 18 de luxe private rooms, bigger emergency rooms, new outpatient facility, more spacious Ob-Gyne and nursery facilities and a newly created section of pulmonary medicine. # PIO

GSIS e-card processing postponed

BAGUIO CITY (May 12) — The processing of electronic identification cards here by Government Service Insurance System (GSIS) members has been postponed later this month to give time for the installation of the processing machine and production lines.

GSIS Field Office Manager Delia Madarazo said the e-card processing center is tentatively scheduled to open at the local GSIS office along Kisad Road. The GSIS originally centralized the card processing in Calasiao, Pangasinan for all government employee-members in Region I and the Cordillera, plus Baguio City.

The system however, acceded to a request of the city council to have the machine brought to Baguio instead so the local government can save on an estimated P.75 million in transport expenses and allowances should its over 1,000 employees individually travel to Calasiao. # Ramon Dacawi/PIO

Avenue of flags, proposed

BAGUIO CITY (May 12) — Councilor Perlita Chan-Rondez filed a resolution requesting the City Environment and Parks Management Office (CEPMO) to prepare a plan for the establishment of an “Avenue of Flags” infront of the city hall.

This is in line with the city’s having entered into several ties with other foreign cities for the past years.

Chan-Rondez explained that this will serve as the city’s gesture of appreciation to these sisterhood ties. The proposed resolution added that the Avenue will foster the city’s relations with its sister cities and will create an awareness among Baguio residents of their international relations. # Gaby Keith/PIO

Number coding suspended for May

BAGUIO CITY (May 12) — With the series of activities in the city this May, Mayor Braulio Yaranon has suspended the number coding ordinance for privately-owned vehicles from May 1 to 31.

With the order, the said vehicles will be allowed within the central business district and other areas normally covered by the number coding scheme the city had adopted to ease traffic flow along the main streets during weekdays.

Patterned after that of the Metro Manila scheme, the ordinance bans vehicles with plates ending in 1 and 2 from the regulated zone during Mondays, those ending with 3 and 4 on Tuesdays, and so on. # Ramon Dacawi/PIO

No segregation, no collection policy to start May 18

BAGUIO CITY (May 12) — It is all systems go for the implementation of the “no segregation, no collection” policy in the city starting May 18.

The policy is in line with the Solid Waste Management Act passed by Congress years ago urging local government units to practice waste segregation in their respective areas.

The City Environment and Parks Management Office (CEPMO) said that there are presently two collection days per week in each barangay. On May 18, the first collection day will be for recyclable and biodegradable wastes while the second collection day will be for non-recyclable and residual wastes.

Before its implementation, a letter will be given to building owners and administrators in Session Road, parts of Harrison Road, Magsaysay Avenue and Abanao Road informing them of the mechanics and violation of the new policy. They will be required to sign a monitoring report card each day certifying that their tenants practice waste segregation. # Gaby Keith/PIO

City to pursue case vs. CJH’s unpaid rent

BAGUIO CITY (May 12) — The city will file a court case to improve its bargaining position to collect unpaid rental shares of the city from the lease of Camp John Hay (CJH).

City Legal Officer Carlos Rabanes is now in the process of preparing the demand letter to collect the arrears. This is in preparation for the filing of appropriate charges against the Bases Conversion Development Authority (BCDA)/John Hay Management Council and the CJH Development Corporation (CJHDevCo)-Penta Capital Fil-Estate Goup.

Mayor Braulio Yaranon said the city has to push for the collection especially now that it is being obliged to pay for the Baguio Convention Center which as per an earlier tripartite agreement should be shouldered by the BCDA and the CJHDevCo. The Government Service Insurance System (GSIS) Housing and Real Property Development Group billed the city P35 million as payment for the annual amortization of the purchase prize of the convention center. # Aileen Rufuerzo/PIO
