21st IB harass Kalinga farmer

TABUK, Kalinga (Apr. 11) — A miner from Mankayan, Benguet was harassed and beaten by elements of the 21st Infantry Battalion based in Cagaluan, Pasil, Kalinga province on March 28 at around 1:30 p.m.

Alexander Binalay, 40 years old, and an employee of the Lepanto Consolidated Mining Company (LCMCo) was on his way to a niece’s graduation in Tanglag, Lubuagan town on that day. He also intended to have a few days vacation, he said.

In a fact sheet prepared by the Cordillera Peoples Alliance (CPA)-Kalinga Human Rights Desk, Binalay was resting in waiting shed near the 21st IB detachment in Cagaluan before hiking towards Tanglag when a Lt. Pascual, Lt. Del Rosario and a Msgt. Urnosan approached him and started pummeling him with punches and rifle butts.

Pascual, Del Rosario and Urnosan accused Binalay of attending a New People’s Army (NPA) anniversary in the province. The NPA’s founding anniversary is March 29. The military men only stopped beating Binalay when he presented his employee’s identification.
