Dad condemns Bayan Muna leader slay

BAGUIO CITY (Apr. 7) — Councilor Leandro Yangot Jr. proposed a resolution condemning the brutal murder of Bayan Muna Ilocos Regional Coordinator Romeo Sanchez last March 9 along Kayang St. here.

In this measure, Yangot asked the police to “exhaust all possible means for immediate arrest of those responsible for his murder and to give justice to his bereaved family.”

Yangot said that Sanchez, a resident of Cabaroan, San Fernando, La Union and father of five young children was gunned down that Wednesday afternoon.

“The killing of Sanchez was allegedly perpetrated due to membership in progressive party list Bayan Muna,” Yangot said.

Brutal killings like this should be condemned as this constitutes barbarism and this would also bring the wrong signal among city residents and tourists about the security situation in the city,” Yangot added. # Maricel Umalla/PIO

City jail conducts literacy class for inmates

BAGUIO CITY (Apr. 7) — Twenty six inmates are now back to schooling within the confines of the City Jail, under a joint literacy program.

Jointly coordinated by the Bureau of Jail Management and Penology (BJMP), Department of Education (DepEd) and the city, the non-formal education class started last Feb. 18 and will end in July.

After that, the inmates will undergo a review series to prepare them for the Philippine Education Placement Test in November. Those who will pass will be accredited by the DepEd to the next grade or year.

The city jail, through its maintenance and operating expense budget, the city schools division and the city government, through the Special Education Fund, jointly funded the program.

The literacy class gives chance to continue their education while in detention as part of the reformatory program of the city jail.

The jail, together with the city, non-government organizations and agencies, also offers other skills development trainings, such as on metal craft fabrication, furniture-making, electrical appliance servicing, basic carpentry, barberibg, toy crafting and cosmetology to improve their chances for employment upon their release. #Elvis Danglose/PIO

Tribal burial practices get SP nod

BAGUIO CITY (Apr. 7) — The city council adopted a resolution filed by Councilor Leandro Yangot Jr. recognizing the traditional practice of tribal groups here to bury their departed kin within the compounds of their ancestral homes.

Approval came following the recommendation of the Committee on Health and Sanitation, Ecology and Environment Protection that the practice should be within the premises of the ancestral home and pose no health and sanitation problems to the community.

The committee headed by Councilor Erdolfo Balajadia cited a portion of Chapter 21 of the Sanitation Code which provides that “every funeral shall be in the keeping with the customs and traditions of the deceased and in accordance with the expressed wishes and religious beliefs of the deceased provided it is in accordance with the law”.

A city health department official also cited the code in recommending approval of the measure, but noted that such burials should not be allowed in densely populated and built-up areas.,

The code prescribes the issuance of a death certificate before any burial is made. Likewise, no remains shall be buried in graves where the water table is less than two meters from the natural ground surface or within 50 meters from a water source.

If the burial place is adjacent a tourist spot, it shoul be 1.5 meters deep. Unenbalmed remains should be buried, within 48 hours and within 12 hours when the cause of death is a highly communicable disease.

Exhumation of remains of those who died of communicable diseases can only be done five years after the burial, three years for those who died of other causes.

The health official likewise recommended that burial sites outside the city cemeteries should be inspected and approved by sanitation inspectors of the health office. #Art Killip/PIO

City to streamline demolition procedures

BAGUIO CITY (Apr. 7) — The City Council bared plans to streamline procedures in handling squatting complaints in the city to speed up action and disposition of these cases.

Mayor Braulio Yaranon said the new procedure will prioritize the filing of cases against the identified squatters directly before the courts, which will study the merits of the case and issue the demolition order.

He said there is a need to simplify procedures to address the mounting squatting cases and demolition orders which remained unimplemented for several years now.

The old procedure issues demolition orders after conducting investigations. This entails delay as most cases end up in courts just the same after parties sue for restraining orders and injunctions to stall the demolition, Yaranon said.

The mayor said he will issue the necessary administrative order for this purpose.
He reiterated his administration’s thrust not to tolerate squatting especially on roads, waterways, forest, watersheds and other reservations. #Aileen P. Refuerzo/PIO
