BAGUIO CITY (Mar. 18) — Nakatakdang ilahad ng nabuong Task Working Group ang kanilang rekomendasyon ukol sa panukalang rehabilitasyon ng Irisan Dumpsite sa susunod na sampung buwan.

Ito ay itataon sa itinakdang deadline ng Department of Environment and Natural Resources na pagtalima ng lungsod sa mga probisyon ng RA 9003 o Clean Air Act.

Inirekomenda ng Task Working Group ang pagpasok ng siyudad sa isang kasunduan sa isang kumpanya na may kakayahang i-convert ang basura sa enerhiya at nang sa gayon ay maging isang independent power producer and lungsod. # Joseph Cabanas/DzEQ

Dagdag na singil ng BWD, kinwestiyon

BAGUIO CITY (Mar. 18) — Hinihiling ng Sangguniang Panglungsod ang paliwanang ng Baguio Water District (BWD) ukol sa pagpapatawa nito ng karagdagang singil sa kanilang serbisyo.

Sa isang resolusyong inakda ni Councilor Leandro Yangot, sinabi niya na ang pagpataw ng karagdagang P4.8 power cost adjustment ay hindi makatarungan dahil hindi nakonsulta ang mga end consumers hinggil dito.

Lumampas din aniya ang P1 ang singil ng BWD sa power cost adjustment dahil sa talaan ng Benguet electric Cooperative (BENECO) ay umaabot lamang sa P3.88 ang kanilang charge sa bawat kilowatt hour sa BWD.

Dahil nito, nais ni Councilor Yangot na linawin ang naturang isyu sa Konseho para sa kapakanan ng mga end consumers. # Smeralden/DzEQ

Traditional burial grounds recognized

BAGUIO CITY (Mar.18) — The city council last week approved the committee report regarding the proposed resolution of Councilor Leandro Yangot, Jr., recognizing traditional burial grounds of Ibalois, Kankanaeys and Kalanguyas in the city.

According to Health and Sanitation, Ecology and Environmental Protection committee chairman Erdolfo Balajadia, the approval was anchored on Chapter 21 of the Sanitation Code of the Philippines, as endorsed by City Health Officer Florence Reyes.

The Sanitation Code regarding proper disposal of dead persons prescribes specifications even for traditional burial practices, which includes that no remains shall be buried without a death certificate.

It is also emphasized that interment for members of cultural tribes such as Ibalois, Kankana-eys, and Kalanguyas in traditional burial sites should be inspected and approved by Sanitary Inspectors of the city health office.

Other instructions include that such burial should only be, “within the premises of the ancestral homes of said tribes,” and not on densely populated areas.

If the ancestral home or burial place is near or adjacent a tourist spot, a 1.5-meter deep burial should be allowed, the code further states.

Other restriction include that said burial grounds should not be within a 50 meter distance from a water source; nor from within two meters of the water table. # Julie Fianza

Glass casing for sidewalk food urged

BAGUIO CITY (Mar.18) — The city council last week approved on first reading and referred to the appropriate committee a proposed resolution by Councilor Faustino Olowan requiring sidewalk vendors, earinderias, and other food, stalls to display food items within glass casings for protection from contamination and health hazards.

According to Couneibr Olowan, most of the items are displayed openly, and prepared without observing proper heahh safety procedures, thus endangering public health.

“Most illnesses and infections such as hepatitis, typhoid fever, gastro-intestinal tract problems and a host of other diseases are acquired through the ingestion of contaminated food and drinks,” Olowan said.

The councilor also stated that the recent health scare experienced in the city proved to be devastating as any natural calamity in terms of psychosocial, economic and political life of the constituents. City defers issuance of building permits

BAGUIO CITY (Mar.18) —The City Buildings and Architecture Office (CBAO) has deferred issuance of building permits to applicants whose lands are covered only by a provisional permit issued by the Department of Environment and Natural Resources (DENR) or a Certificate of Ancestral Land Claim (CALC) and Certificate of Ancestral Land Title (CALT).

City building official Engr. Oscar Flores said the temporary suspension will be imposed until his department has secured a clarification from the Dept. of Public Works and Highways (DPWH) on whether the said documents are enough bases for the issuance of the permit.

In his letter DPWH Secretary Hermogenes Ebdane Jr., Flores said the’city has received several applications supported only either by the DENR provisional permit or the CALC-CALT. He also noted that section 302 of the National Building Code specifically requires the submission of a title or contract of lease over the Ibt if the applicant is not the registered owner.

Since the DENR provisional permit is only valid for one year from the date of issue, Flores said he feels that said document “does not establish proof of ownership, much less the possessory right over the lot applied for.”

As to the CALC-CALTs, Flores said these are proofs of possession and ownership of lands issued by the National Commission on Indigenous People (NCIP) pursuant to the provisions of Republic Act No. 8371 also known as the Indigenous Peoples Rights Act (IPRA) However, the CALTs previously issued by the NCIP are presently under review by virtue of NCIP Administrative Order No. 1 series of 2002. # Aileen P. Suspek sa white slavery sa Abra, nahuli

BAGUIO CITY (Mar. 18) — Matagumpay na dinakip ng mga elemento ng National Bureau of Investigation (NBI)-Abara at Abra Police Provincial Office sa pangunguna ni Police Inspector Alex Apolonio at Agent Marlon Tolledo ang tatlong Australyano at apat na kabataang Pilipina na mayroong “outstanding warrant” para sa prostitusyon at “white slavery” noong Marso 11.

Ang mga suspek ay nasabat sa bisa ng warrant na nagmula sa sala ni Judge Francisco Ante ng Vigan City MCTC.

Ang naturang mga “Australian nationals” ay kinilalang sina Peter Hall, 54 taong gulang, isang hydraulic engineer at tubong Victoria, Australia at ang kanyang asawang si Precy, tubong Bangued, Abra, at si Henzemerling Jurgen, 49 na taong gulang at isa diumanong youth worker.

Nakumpiska rin mula sa mga suspek ang ilang mga pronographic VCDs, computer sets at dokumentong nagpapatunay umano sa ipinapatupad na white slavery at human trafficking ng mga suspek.

Nahuli sa aktong nagpapatupad ng transakyon ang mga suspek sa Burbon St., Zone 6, Bangued, Abra.

Sila ay kinasuhan ng paglabag sa Republic Act 9208 na nagbabawal sa pangangalakal ng mail-order brides, prostitusyon, pornography, forced labor, white slavery at iba pa. # Weng Caccam/DzEQ

Kalidad ng packaging at labeling unti-unting umaangat

BAGUIO CITY (Mar. 18) — Unti-unti nang umaangat ang kalidad ng packaging at labeling technology sa bansa na maaring pakinabangan ng libu-libong maliliit na negosyante o small and medium enterprises.

Ito ang inihayag ni Dr. Osmond Belmonte, kasalukuyang officer-in-charge (OIC) ng Department of Science and Technology (DOST)-Cordillera.

Ayon kay Belmonte, malaki ang posibilidad na maging competitive ang mga produktong pinoy dulot ng pinag-ibayong mga programa ng pamahalaan para sa ikauunlad ng kalidad ng mga ito.

Sa kasalukuyan ay isang two-day seminar ang ipinapatupad ng DOST regional office na pinamagatang Product Packaging and Negotioation Seminar na sinundan ng Seminar on Trade Fair Participation and Negotiation Techniques.

Ang humigit kumulang sa 20 participants ay nabigyan ng makabagong impormasyon hinggil sa packaging and labeling technology mula sa DOST sa tulong ng mga eksperto mula sa Packaging Research and Application Center.
