No toga, no graduation – KASC students BAGUIO CITY (Feb. 24) — Graduating students of the Kalinga-Apayao State College (KASC) floated a signature campaign last Feb. 1 resisting the use of the graduation sash in place of the traditional toga. “One of the highlights of a student’s life is the culmination of the college days. For many of us, it is day of fulfillment and reckoning of the struggles in our educational pursuit. It is in this light that we earnestly request the administration that we will still wear our toga during the graduation day. This is not only to deepen the joy but also to fulfill the yearning of wearing the toga, which in our sincere efforts we deserve it.”, the students said in a statement. According to this batch, they would rather “not take our graduation vows if we are not to use our toga during our graduation day.” The students added that “the toga is very important to us, it is peak symbolism of the attainment of our educational goals.” The graduating students were allegedly not consulted by the KASC administration before the decision to use the sash rather than toga was made. # Liberty Balnao * * * * * * * * * * Cell site construction in Tadian opposed BAGUIO CITY (Feb. 24) — Residents of Brgy. Poblacion in this town filed a follow-up petition paper reiterating to the municipal council their demand for the stoppage of the construction of a cell site at Sitio Katapag here. This developed after the said council and Department of Environment and Natural Resources (DENR) failed to respond to the earlier petition paper of the residents of Sitio Katapag. The residents believe that the cell site posts health hazards to their community. In a copy of the said petition letter dated January 27, the residents argued that there is no longer need for the construction of a cell site because there is already a good reception of signal in their barangay. Residents also claimed that the contractor of the cell site failed to secure a building permit in accordance with the National Building Code. The residents also questions the legitimacy of the Environmental Compliance Certificate (ECC) issued by Environmental Management Bureau- (EMB-DENR) Director Juan D. Amador. The contractor also failed to secure a Zoning Certification based on the approved comprehensive land use plan and a neighbors’ consent, residents said. Both Zoning Certificate and neighbors consent is a requirement for an ECC. Moreover, the residents explained that the barangay council of Poblacion earlier agreed to the installation of a cell site at Malitao, which is on top of a mountain and more or less three kilometers away from the community. The said cell site is being constructed in the yard of SPO4 Jimmy Aquintey. As of press time the municipal council have not yet responded to the demands of Brgy. Poblacion residents # Kim Quitasol for NORDIS * * * * * * * * * * Seed fund awarded to Benguet RIC BAGUIO CITY (Feb. 24) — The Samahan ng mga Kababaihan sa Benguet-Rural Improvement Club (RIC) was awarded a P125,000 check as seed fund for the association’s livelihood projects. The fund was awarded by the Agricultural Training Institute (ATI) of the Department of Agriculture (DA)-Cordillera Administrative Region (CAR). The check was awarded by ATI Asst. Dir. Alberto Maninding to RIC Benguet President Estela Demot at the Provincial Capitol. The DA-CAR has been preparing rehabilitation plans to distribute various vegetable seeds to farmers affected by the frost last month, specifically in barangays Paoay and Catubong in Atok, Benguet.
