Belwang, Bugang tribes left to settle Chadyaas case? |

BAGUIO CITY (Feb.7) — Justice seems elusive for slain i-Belwang hunter Etfew Chadyaas as Lt. Edward Sia-ed of the 54th IB remains in hiding and the Belwang community’s demands stay unheeded. Worse, the government and the military seem to have left the resolution of the case between the Belwang and Bugang tribes in Sadanga and Sagada towns, respectively. Sia-ed is a member of the Bugang tribe. In an interview, representatives of the Cordillera Peoples Alliance (CPA) – Mt. Province Human Rights Desk said that the Belwang community’s demands should instead be met by the government and military, which remained silent on the issue since Chadyaas’ death on August 2003. Sia-ed led the Bravo and Charlie platoons of the 54th IB in a “legitimate operation” then, branding Chadyaas a member of the New People’s Army (NPA). Since last year, Sia-ed’s parents have been negotiating for an amicable settlement through the aid of a certain Lt. Daniel Turbano. The Chadyaas family agreed to a P200,000 settlement fee on the primary condition that Sia-ed be arrested first. But with the government and military fully responsible for the said incident, CPA claims that the settlement fee could even increase, should the Chadyaas kin demand so. The Belwang community’s specific demands include educational assistance for the 8 Chadyaas children, P500,000 in cash for family support, indemnification to the community, retribution of expenses incurred for rituals observed, and the arrest of Sia-ed. On several occasions, official negotiators of the Chadyaas family were allegedly not informed of scheduled talks. As initially agreed upon, negotiations are not supposed to take place without a quorum. Cordillera Human Rights Alliance (CHRA) Secretary General Atty. Randy Kinaud said that despite the issued warrant of arrest, law enforcers could say that they have not seen or received any. He added that significant legal developments have yet to take place. Kinaud is also the legal counsel of the Chadyaas family. While the demands are left with the Bugang community to settle, CPA says that the resolution of the case should be left not in the hands of the two tribes, but the government and the military for these are responsible for Chadyaas’ death. # AT Bengwayan for NORDIS |
