Private company offers waste management for Baguio City BAGUIO CITY (Jan. 14) — Lacto Asia Pacific Corporation recently offered a waste management program to help the city contain the mounting garbage production. In a letter to Baguio Mayor Braulio D. Yaranon, Lacto President Rolando Sianghio said its waste management system uses local, low level and low-cost technology. Called the Happy Soil System, the system which, is now being employed by at least 150 local government units nationwide, assures the processing of almost all of the garbage inflow through recycling of non-biodegradable wastes and conversion of biodegradable refuse into high quality organic compost fertilizer. It also employs compacting of materials to reduce residuals in the sanitary landfills. Baled materials may be stacked neatly or made into bricks for sidewalks, foot paths, drainage, fences and city beautification. Yaranon has directed Arch. Josephine Chan, acting city environment and parks management officer, to study the proposal. The city generates 232 tons of garbage daily. # Aileen P. Refuerzo/PIO ***** MOA sa pagitan ng Producer’s Bank at Pamahalaang Panlungsod ng Baguio aprubado na BAGUIO CITY (Enero 12) — Inaprubahan ng Sangguniang Panlungsod ng Baguio ang Memorandum of Agreement para sa Salary Loan Program sa pagitan ng syudad at ng Producer’s Bank. Ayon sa naturang MOA, maaaring makapangutang ng mula P10,000 hanggang P100,000 ang sinumang permanenteng empleyado ng pamahalaang panglungsod sa Producer’s Bank. Ito ay maaaring bayaran ng hanggang 24 na semi-monthly amortizations. Ang interes ay itinakda sa 18% bawat taon. Pinag-aaralan pa ang posibilidad na mapabilang ang mga casual at contractual employees sa naturang Salary Loan Program. # Rowena Caccam/DzEQ ***** Walking blood bank sa Baguio City ipinanukala BAGUIO CITY (Enero 12) — Pormal na ipinanukala ni Councilor Erdolfo Balajadia ang pagtatatag ng isang isang walking blood bank at pagtanggap ng mga volunteer blood donors. Ayon kay Balajadia, nananatiling hirap ang PNRC sa tuwing may nangangailangan ng blood transfusion dahil ang dugong nakaimbak ay sapat lamang para sa tinaguriang routinary requirement. Sa kabilang banda naman, hindi rin praktikal ang labis na pag-imbak ng dugo sa mga refrigerator dahil maaari lamang itong magamit s loob ng 8 araw. Kung maaaprubahan ang panukala ni Balajadia, magkakaroon ng malawakang blood typing at data basa. Ito ay pangangasiwaan ng Philippine Red Cross Baguio Chapter at ng City Health Department. Iminungkahi din ang halagang P150,000 bilang taunang tulong ng pamahalaang panlungsod ng Baguio sa PNRC. # Jhong Munar/DzEQ ***** Express lanes for the elderly, disabled BAGUIO CITY (Jan. 12) — Mayor Braulio Yaranon recently directed city government offices and commercial establishments in the city to provide express service lanes for persons with disabilities and senior citizens. In his Administrative Order No. 630, Yaranon said the prioritization of access to basic services and goods provided by the government for the elderly and the disabled is mandated by national laws particularly Republic Act No. 7432 otherwise known as “An Act to Maximize the Contribution of Senior Citizens to Nation-building, Grant Benefits and Special Privileges as amended by Republic Act No. 257 or the “Expanded Senior Citizens Act of 2003 and the “Magna Carta for Persons with Disabilities”. The mayor noted that among the mechanisms by which this access can be ensured is the setting up of express service lanes in all service offices of the city government as well as in commercial establishments. He named some establishment as drugstores, groceries, utility companies, banks and transportation terminals. The mayor directed the city social welfare and development office and the city administrator’s office to coordinate with all the commercial firms and to monitor the implementation of the order. # Aileen Refuerzo/PIO ***** Council creates city health and population council BAGUIO CITY (Jan. 12) — The city council approved on first reading the creation of a health and population council as proposed by Councilor Leandro Yangot. Yangot proposed that the health and population council would broaden and strengthen government services as it would supplement government appropriation of population-oriented programs and activities. The proposed council will also monitor population growth and movement so as to respond to the city’s health and family needs due to migration rate and patterns. Yangot also noted in the resolution that the demands of a growing population require adjustment in all aspects of service management delivery. “This means changes in the organizational structure, systems and procedures and even in the outlook of service, and clients of the programs,” Yangot said. The population council will create information centers in the barangays to monitor population movements. It will also assist and harmonize all activities of concerned government agencies in promoting health, family-planning and population programs; conduct income-generating activities; prepare and recommend programs and projects on health and population to appropriate agencies; and accredits trainors and population workers. # Julie Fianza/PIO ***** Aurora SB passes reso of thanks to Baguio BAGUIO CITY (Jan. 9) — The Sangguniang Bayan of Dipaculao, Aurora passed a resolution extending thanks to the city government of Baguio for the medicines, sports materials and relief goods it donated to the municipality. A copy of Dipaculao SB Resolution 2004-79 dated Dec. 20 was forwarded to the Office of Mayor Braulio Yaranon for his information. “Despite its many inhabitants who are also in need of medicines, the city of Baguio had the generosity of donating medicines to the people of Dipaculao… these items will surely do a lot to the inhabitants of Dipaculao,” the resolution reads in part. Only a few local government units donate, now that the country is in crisis, it added. Aurora was among the provinces hardest hit by typhoon Winnie late last year. # Gaby B. Keith/PIO |
