# Robert Tabay/DzEQ * * * * * Baguio council ok’s sale of pyrotechnics BAGUIO CITY (Dec. 17) — The city council last week approved the sale of firecrackers and pyrotechnics to the general public at the Nursery area, Burnham Park on December 20-31 with certain conditions and implementation of maximum precautionary measures. The place was recommended by the City Environment and Parks Management Office (CEPMO) to avoid overcrowding of merchandise and as a safety precaution. The dealers shall provide ‘round-the-clock security guards and fire-fighting equipment for the whole area during the said period. Stalls shall also provide 10-pound fire-extinguishers, a drum of water and three pails for use in case of an unexpected accident. Each stall must be built five meters apart with fire-resistant walls and roofing materials. Further, ignition wicks of pyrotechnics to be sold must be properly secured and not exposed and stocks and display shall be kept in fire-resistant materials. # Julie Fianza/ PIO * * * * * Baguio mayor seeks P50 M for waste disposal system BAGUIO CITY (Dec. 17) — Baguio Mayor Braulio Yaranon last week requested the city council to appropriate at least P50 million in the 2005 budget for the city solid disposal system. Stressing anew the need to explore the possibility of adopting more effective waste management techniques, the mayor envisions a waste-to-electricity system, an integrated composting plant converting garbage into compost of fertilizer grade and shredded/pulverized material for hollow blocks and paving blocks; waste-to-methane gas system; or recycling. Earlier Dir. Isaias Barongan of the Deparment of Environment and Natural Resources (DENR) reminded the city to comply with Republic Act 9003 which prohibits the operation and establishment of open dumpsites within three (3) years after the effectivity of the act. Barongan said local government units could have converted open dumpsites into a controlled disposal facility as of February 2004. # Aileen P. Refuerzo/PIO * * * * * Number coding suspension lifted BAGUIO CITY (Dec. 17) — After the respite from the number coding scheme resulted in traffic snarls within the central business district (CBD), Mayor Braulio Yaranon last week lifted an earlier order suspending the number coding scheme. The mayor’s office was swamped with complaints due to the build-up of heavy traffic as a result of the suspension order which aimed at accommodating tourists from November 29 to December 31. Pollution watchers said that the traffic regulatory order helps avert air pollution within the CBD. Some quarters say that it is advantageous because it helps regulate vehicle flow and prevent traffic jams. # Aileen P. Refuerzo/PIO * * * * * Bleak Christmas for the vendors; city cracks down on illegal peddlers BAGUIO CITY (Dec. 17) — Administrative Order 604 issued recently by Baguio Masyor Braulio Yaranon cracks down on illegal peddlers along city right-of-way, parks and market area. The order designated the Public Order and Safety Division to spearhead the campaign “to evict all illegal peddlers and vendors with their goods, products and wares which are occupying all areas which should be beyond the commerce of man”. Yaranon cited provisions of Executive Order No. 224 which prohibits the use of parks for activities other than those for recreation and tourism. He also invoked Sec. 143 of the Tax Ordinance No. 2000-01 which prohibits persons to sell along sidewalks and alleys and in any place outside the city market premises. Section 153 of the same ordinance authorizes the expulsion of any person violating the said prohibition. # Aileen P.
