Guidelines on day care workers out BAGUIO CITY (Nov. 5) — Mayor Braulio Yaranon last week issued administrative order 450 (series of 2004 based on section 17 of Republic Act 7160) which mandates basic services and facilities including day care workers’ (DCW) services in the city’s barangays. Thus, qualification standards, salary and subsidy, and other matters pertaining DCWs are now required. In addition to educational qualifications, a DCW should be at least with sub-professional career eligibility, physically healthy, has natural interest and liking for children, and willing to render full-time service as appointed. A DCW’s contract, however, may be terminated due to low performance, abuse of authority, immorality, loss of confidence or non-compliance to existing policies, and an administrative or criminal case filed against the DCW. The worker shall receive honorarium from parents of children being looked after or from the barangay or from a sponsor non-government organization. Salary subsidy as to scale is given by the city government in turn. If the day care services are paid by an NGO sponsor in the amount of more than P5,000 a month, participation fee from parents may not be collected. Other benefits entitled to the DCW such as maternity leave and salary subsidy are also considered in the administrative order. # Julie G. Fianza via NORDIS * * * * * Text message leads to arrest of Abra armed men BANGUED, Abra (Nov. 5) — A text message from a concerned resident led to the arrest of a suspected private armed group last week in the municipality of Penarrubia here. Arrested by the combined team of the Abra Task Force-Special Action Force (ATF-SAF) and thw Abra Police were the following: Barangay Captain Jessie Bagay, a former policeman; Greg Gundran, member of Citizens Armed Forces Geographical Units (CAFGU); and Gary Gundran, younger brother of Greg. ATF-SAF Commander and Abra Police Director Police Senior Supt. Rudolfo Ebardo said his office received a text message afternoon of November 1 about the presence of armed men in the compound of Brgy. Capt. Bagay of Namarabar, Penarrubia. Ebardo dispatched combined elements of ATF-SAF and police to check the said armed men who were reportedly having a drinking spree. On reaching the place at around 7 p.m., the composite team was barred from entering the compound and was fired upon. The team recovered one M-14 rifle, a carbine, a pistol caliber super 38, a caliber 38 revolver, and assorted ammunition. The arrested men are now in the custody of ATF-SAF while charges of illegal possession of firearms and frustrated murder were filed against them. In the case of Bagay, an additional charge of harboring criminals was lodged. Maliban sa aksyon ng konseho, nauna nang pinapatigil ni Yaranon ang pagbibigay ng mga dokumento para sa mga proyektong lumabag sa conditionalities. # Robert Tabay/DzEQ * * * * * LGUs take over info campaign on mycotoxins BAGUIO CITY (Nov. 3) — The provincial stakeholders of the corn industry in the Cordillera took over the task to educate farmers on the ill-effects of mycotoxins, poisonous substances produced by molds on food and feeds. Regional Coordinator of President Gloria Macapagal-Arroyo’s Corn Program Gerardo Banawa, who just came from an information campaign on mycotoxins in Apayao said that local officials and technicians in corn-growing towns of Luna, Sta. Marcela and Flora are now preparing project proposals for the construction of multi-purpose drying pavements and mechanical dryers. In Ifugao, Banawa said, briefings have also been conducted in barangays. According to Banawa, provincial briefings yielded that the lack of drying areas and equipment is a major reason for molds growth on corn produce. Appropriate measures to ensure that agricultural fertilizers, pesticides and livestock feeds are separately stacked and not mixed closely to each other in stores, Banawa said. Similarly, Abra and Kalinga also vowed to undertake similar campaigns on mycotoxins and improve the quality of food and feeds production and distribution in their respective areas. # Robert Domoguen via NORDIS * * * * * Benguet root crops fest up ahead LA TRINIDAD, Benguet (Nov. 5) — The Provincial Tourism Council (PTC) will hold the first Indigenous Root Crops Food Festival as part of the celebration of Benguet Foundation Day on November 22 at the Benguet State University (BSU) open gym. The “Indigenous Root Crops Food Festival” was preferred to the “Festival of Indigenous Delicacies” during the PTC meeting held last week The PTC chose the theme because some municipalities do not have products indigenous to the area to show off during the fair. Each municipality shall bring processed and packaged products for sale to the public for the one day festival. PTC Chair and Benguet Corporation Vice President for Administration, Property Management, and Community Relations Ma. Mignon de Leon said root crops include camote, potatoes, gabi, carrots, ginger, and radish among others. PTC Vice Chair and Benguet State University Representative Lita Colting suggested the inclusion of the Northern Philippine Root Crops Research and Training Center. In a related development, Colting is inviting farmers including members of the council to attend the Philippine Fruit Congress on November 22-24 at the Benguet State University. # S.C. Aro/PIA-Benguet * * * * * CAP scholars, di dapat mangamba BAGUIO CITY (Nob. 5) — Ipinahayag ni College Assurance Plan (CAP) Branch Manager Prudencio Aromin na walang dapat ipangamba ang mga subscribers nito sa lungsod dahil nakausap na nito ang mga administrador ng mga paaralan na tanggapin ang mga benepisyaryo nito. Hindi pa umano pumaltos ang sistema ni Aromin sa pagbabayad sa mga paaralan dito kaya’t di magagaya sa mga taga-Metro Manila ang mga CAP scholars dito. Mahigit umanong 2,000 iskolar sa lungsod ang nag-enroll sa mga unibersidad at kolehiyo rito at ni isa ay walang na-reject. Samantala, sa Metro Manila, naghain ng reklamo ang daan-daang magulang sa pamunuan ng CAP dahil tinanggihan umano ang enrolment ng kanilang mga anak. Inaasahang maging operational ang nasabing bagong LBP branch bago sumapit ang Hunyo 2005.
