Ilagan Criminal Punished by the New Peoples Army

BAGUIO CITY (Oct. 14) —The Filomena Asuncion Command (FAC) of the New Peoples Army (NPA) executed its brand of revolutionary justice and punished Benjamin “Rigor” Olalia of Ilagan, Isabela on the basis of his crimes against the people.

In an e-mailed statement by FAC spokesperson Amado T. Amianan, Olalia was found guilty of six counts of murder, two attempted cases of murder, multiple cases of rape, extortion, maltreatment, indiscriminate firing, several cases of destruction of property and arson, and drug trafficking. As a landlord, he also forcibly collected more than his share from tenants.

Among his victims is Roger Binabise, one of his tenants who was killed last 2001.

Amianan also stated that even with the execution of the long overdue revolutionary justice, the nine-member Peoples Court expects to receive more cases against Olalia and to hear more testimonies from victims and witnesses. # via NORDIS

Clean and green contest for Benguet LGUs with e-code

LA TRINIDAD, Benguet (Oct. 15) — The Provincial Board approved a resolution requesting top officials of the Department of the Interior and Local Government (DILG) and the Department of Environment and Natural Resources (DENR) to conduct a separate clean and green contest for Local Government Units (LGUs) with enacted Environmental Code (E-Code).

Board Member Aloysius Kato, the proponent, said that a municipal E-Code is necessary to guide the LGUs, government agencies, non-government organizations and other coordinating entities in the implementation of various programs and policies for the regulation and effective management of their physical environment.

Kato explained that in consonance with Philippine Agenda 21 or the Rio Declaration on Environment and Development which was adopted by the United Nations and the Philippines, the national government has devolved some of its responsibilities to the LGUs, particularly those related to the management of the environment. Regulasyon sa pagbebenta ng second hand cellphone isinulong ng pamahalaan

BAGUIO CITY (Okt. 15) — Hinigpitan ng nang patakaran ng pamahalaan hinggil sa pagbebenta ng mga second-hand cellphones bilang tugon sa lumalalang nakawan ng cellphone sa bansa.

Kaugnay nito, hanggang Oktubre 24 na lang ang ibinigay na palugit ng National Telecommunication Commission (NTC) para sa mga may-ari ng cellphone stores at repair centers sa buong rehiyon upang magrehistro.

Ayon kay Engr. Melanie Fernando, chief operations officer ng NTC sa Cordillera, kasalukuyang isinusulong ng kanilang tanggapan ang malawakang regulasyon ng mga cellphone stores sa buong bansa.

Bunsod ng memorandum circulars 0-7 at 0-8, maaari nang ipasara ng NTC ang anumang business establishment na walang permit to operate.

Isa rin umano sa mga requirement sa pagkuha ng permit ang pagtukoy ng may-ari sa pinanggagalingan ng mga panindang cellphone. Diin pa ni Fernando, kinakailangang awtorisadong dealer ang magsuplay ng mga cellphone sa mga retail stores.

Maari ring hindi aprobahan ng NTC ang aplikasyon ng mga retail stores kung napatunayang nagbebenta ng mga nakaw na cellphone. # Rowena Caccam/DzEQ
