BAGUIO CITY — Mayor Mauricio Domogan advised all city departments to submit results of their deliberation on or before the deadline for the city to see that all department concerns are prioritized after the 2016 budget is approved.
Domogan said during the Regular Weekly Ugnayan with the Mayor that the 2016 budget is approved that is why the department deliberations are ongoing and they must meet the deadline and submit it to the city council for the city to make sure that their priorities are surely added to the priorities.
He added that the deliberation is done per department.
Last week all departments held a budget forum to clarify their objectives after the Mayor issued a budget call with a tentative budget of P1,548,579,000 for the year 2016.
In his budget call, Mayor Mauricio Domogan named six bases as the framework for the 2016 budget, including the adoption of the bottom-up budgeting, use of the Public Financial Management Assessment Tool (PFMAT) to evaluate the effectiveness of programs and observance of performance based budgeting through the establishment of clear targets for all the plans, programs and activities (PPAs).
During the Department plans and budget deliberation all questions posed such as why are their savings and budget cuts are answered that resources are limited.
Every year Department budget preparations are made and are confronted on how to distribute the available resources to different departments. Departments heads are now challenged to come up with programs that are effective and efficient.
Department reports are expected to be submitted September 15, 2015. # nordis.net
