Mayor calls for private emmission testers monitoring

BAGUIO CITY — Mayor Masuricio Domogan calls on concerned agencies to monitor private smoke belching machines to check if they comply and follow the rules and regulations of smoke belching machine testers during the regular Ugnayan with the city mayor, March 6.
Domogan said that the air quality in the Central Business District is not good due to vehicles smoke emmissions compared to the other areas of the city. He said that major contributor to air pollution are the smoke emmitted by vehicles that can cause respiratory desease to residents.
He added that agencies like Department of Transportation and Communication (DOTC), Department of Environment and Natural Resources (DENR) and Department of Trade and Industry (DTI) should coordinate to stop private testers operating and pinpoint what the city smoke belching emmision testers lacks compared to the private testers to ensure cleanliness of the air and protection of the environment. Agencies should concentrate on improving the city’s emmission testers.
He stressed that the city will not stop monitoring private testers that does not comply with the requirements because it is the name of the city that is put on the line should these testers fail.
Vehicles caught violating the anti smoke belching law will be charged polluter’s fee which is P1,000 for the vehicle operator and warning for the driver for the first offense; P2,000 for operator and P100 for the driver on the second offense, and P3,000 for the operator and P200 for the driver on the third and subsequent offenses.
Domogan pointed out that the charges collected from violators will not be going to private or political entities but to the general fund of the city for city services and ordinances. # nordis.net
