SC affirms Cagayan finance exec’s dismissal

BAYOMBONG, Nueva Vizcaya — The Supreme Court affirmed the decision of the Presidential Anti-Graft Commission (PAGC) dismissing a regional director of the Bureau of Local Government and Finance (BLGF) for Cagayan Valley.

PAGC earlier dismissed Orlando Mina, BLGF regional director for Cagayan Valley, turned out not qualified to hold even his previous position as Palayan City Treasurer. He assumed his position as BLGF regional director in 2005.

The court found Mina guilty of serious dishonesty, falsification, deliberate and willful misrepresentation, grave misconduct and conduct prejudicial to the best interest of the government service as “he made it appear that he possesses the qualifications required for such positions knowing fully well that he does not possess them.”

Johnny Bacena, a former designated municipal treasurer of Quezon town, also in Nueva Vizcaya, filed the disqualification suit that prompted a PAGC investigation. Mina who claimed to have a bachelor’s degree, was not a graduate of any degree at the Northeastern College in Santiago City.

In its May 17, 2006 decision PAGC also found that Mina did not earn his Master in Public Administration from 1999 to 2001 from the University of La Salette in Santiago City due to non-submission of pertinent credentials.

PAGC cited Mina’s violation of Section 65 of Presidential Decree 477 that reads: No person may be appointed as assistant provincial, or city treasurer unless he is a citizen of the Philippines; of good moral character; a holder of a college degree, preferably in law; commerce or public administration.

Mina, however, filed a motion before the Court of Appeals, which decided on November 11, 2008 and affirmed PAGC’s resolution.

On February 18, this year, the Supreme Court denied Mina’s motion for reconsideration with finality.# nordis.net
